ART AND HISTORY COMMISSION

There is created an art and history commission for the city. (Ord. 986 § 3, 2010)
2.16.020 Composition and terms of office.
The art and history commission shall consist of seven regular members. The appointed members shall hold office for four years. (Ord. 986 § 3, 2010)
2.16.030 Duties.
The art and history commission shall have the power, and it shall be the duty of the commission, to make recommendations to the city council and to advise the council in the following matters:
A. Pertaining to the encouragement of arts and crafts and historical activities;
B. Pertaining to the promotion of programs of artistic merit within the city;
C. Pertaining to the collection, promotion, display and preservation of Seaside’s historical artifacts;
D. Designate, protect, preserve, enhance and perpetuate those structures and areas of historical, architectural and engineering significance;
E. Encourage the city systematic collection and preservation of Seaside’s historic records and manuscripts. (Ord. 986 § 3, 2010)
2.16.040 Responsibilities.
The art and history commission shall:
A. Protect the city’s cultural resources by developing an historical inventory and, if deemed appropriate, a preservation plan. The inventory shall include, but not be limited to, assets, artifacts, manuscripts, areas, building, structures and sites which are historically, architecturally, archaeologically or culturally significant to the city. The inventory listing for each item should include its exact location, a statement of its significance to the community with appropriate documentation, a current photograph, and name of donor if available;
B. Recommend properties worthy to be certified as an historical or architectural landmark for listing on the National Register of Historic Places, state landmark or, if appropriate, a local register;
C. Record historical information received from interviews with seniors and other community resource persons;
D. Identify appropriate storage and display areas for historical artifacts;
E. Recommend a records management policy to preserve public records of historical value and earmark documents for archival collection;
F. Coordinate with the community development department any findings which might be of paleontological or historic value;
G. Prepare a summary of the history of the growth and development of the city;
H. Make recommendations for the integration of preservation goals and objectives into the Seaside general plan;
I. Suggest restoration or maintenance of historically significant properties owned by the city;
J. Place markers on inventoried properties in the community to increase community awareness of local history and development;
K. Work with local news media to help publicize the work and findings of the commission;
L. Make recommendations to the city council regarding public art and murals on city buildings, city property or funded by the city and responsible for approval of all public art and murals on non-city facilities, viewable by the public. (Ord. 1094 § 3, 2020; Ord. 986 § 3, 2010)
2.16.050 Art award program.
The art and history commission may annually supervise and hold an award competition for arts and crafts of individual merit. (Ord. 986 § 3, 2010)
2.16.060 Contributions.
With the approval of the city council the commission may solicit and accept gifts, artifacts, manuscripts, and monetary contributions and bequests of funds from individuals and foundations for the purpose of furthering the commission’s programs. The commission may seek financial support from state and other governmental bodies to protect, preserve and enhance the city’s historic resources. (Ord. 986 § 3, 2010)
2.16.070 Annual report.
In addition to the requirements of SMC 2.14.170 the annual report shall contain an inventory of historical items. (Ord. 986 § 3, 2010)
