3.10.010 Balanced budget – Requirements.

The staff is directed to institute measures to balance the budget annually, to ensure that expenditures do not exceed revenues in any fiscal year, except to the extent of a carefully long ranged and programmed use of city fund balances which as determined by the council are necessary and proper to maintain cost-effective services to all of the citizens of the community.
