Other than legally parked vehicles, items of private ownership, including but not limited to signs and boxes, shall not be placed on a public street, sidewalk, or public right-of-way without prior permission in writing from the city manager and/or the chief of police and/or the city engineer. Such permission shall not ordinarily be granted in the absence of a showing of hardship or need. Privately owned fences or gates shall not encroach into the public right-of-way. Where gates and/or doors are provided, they shall not swing, open over, or onto, any city sidewalk or utilize any space designated as a public right-of-way in order to operate. (Ord. 1044 § 2 (Att.
