All major, primary arterial, minor arterial, secondary and collector highways of the city as shown on the circulation element of the city’s general plan, as amended from time to time, on file in the office of the city clerk, are hereby declared to be through highways, unless specifically designated otherwise, together with such other highways as the city council may, by resolution, declare to be through highways.

8.08.020 Authority to install official traffic control devices including stop signs and traffic signals.
The director is authorized to perform the following responsibilities:
A. To install and maintain stop signs at entrances to any or all of the through highways, as defined in Section 8.08.010, from other public or private streets;
B. To install and maintain official traffic control devices, including stop signs and traffic signals, at locations meeting warrants established in the traffic manual;
C. To temporarily install, maintain or remove official traffic control devices, including stop signs and traffic signals, on an emergency or experimental basis which shall not be in excess of six months prior to approval by the city council or satisfaction of warrants in the traffic manual.
