CHAPTER 3. STANDING, STOPPING AND PARKING
ARTICLE 1. GENERAL PARKING RESTRICTIONS
3-03-1000 USE OF STREETS FOR STORAGE OF VEHICLES PROHIBITED:
No person who owns or has possession, custody or control of any vehicle shall park or leave such a vehicle standing on a public street or highway for seventy two (72) or more consecutive hours. In the event that a vehicle is parked or left standing upon a public street or highway for seventy two (72) or more consecutive hours, it may be removed by any officer or employee mentioned in Section 22651 of the Vehicle Code of the State of California.
3-03-1005 STANDING OR PARKING PROHIBITED NEAR AIRPORTS OR LANDING FIELDS:
It shall be unlawful for any person to park or leave standing a vehicle or trailer, at any time, along a public highway in the County adjacent to any airport, landing field or other property which is used for, or designated as a place for, the taking off or landing of airplanes. Said restrictions on parking and standing shall become effective when appropriate signs have been erected giving notice of said restrictions, pursuant to resolution of the Board of Supervisors.
3-03-1010 STANDING OR PARKING PROHIBITED ON CERTAIN HIGHWAYS:
Pursuant to Section 22507 of the Vehicle Code of the State of California, the Board of Supervisors shall, from time to time, adopt resolutions imposing parking restrictions on certain County highways, which restrictions shall be indicated by the use of signs and/or paint upon curbs. Such parking restrictions shall take effect when the County Road Commissioner has caused the signs to be placed and/or the curbs to be painted in accordance with such resolution. It shall be unlawful for any person to park or leave standing any vehicle contrary to the provisions of this article or resolutions hereafter adopted.
3-03-1015 STANDING OR PARKING OF COMMERCIAL VEHICLES OF 10,000 POUNDS OR MORE PROHIBITED ON CERTAIN HIGHWAYS:
(a) Except as provided in Section 3-03-1020, it shall be unlawful for any person to stop, park or leave standing any commercial vehicle as defined in California Vehicle Code section 260 having a manufacturer’s gross vehicle weight rating of 10,000 pounds or more, whether attended or unattended, at any time on those public streets or rights-of-way, when signs have been erected giving notice to the public of the prohibition or restriction. Parking prohibitions and restrictions may, without limitation, prohibit or restrict parking as to area, duration of time, or certain specified hours.
(b) When the Board of Supervisors determines by resolution that it is necessary to prohibit stopping, parking or standing any commercial vehicle as defined by California Vehicle section 260, having a manufacturer’s gross vehicle weight rating of 10,000 pounds or more, whether attended or unattended, the Director of Transportation shall appropriately sign or mark such highways or portions thereof.

3-03-1020 SAME: EXCEPTIONS:
The prohibition of section 3-03-1015 shall not apply to or be effective with respect to the following:
(a) Any commercial vehicle making pickups or deliveries of goods, wares or merchandise from or to any building or structure located on any restricted highways in residential districts as defined in California Vehicle Code section 515.
(b) Any commercial vehicle delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon a restricted highway for which a building permit has previously been obtained.
(c) Any commercial vehicle stopping or standing on a restricted highway where necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or an official traffic control device.
(d) Any privately or publicly owned, service vehicle operated by, for, or under contract with a utility or public utility, while used in the construction, operation, removal or repair of utility or public utility property or facilities which are upon, in, over, under, or adjacent to a restricted highway, when such vehicle is stopped, standing, or parked at the site of such work. All such vehicles must display warning devices at all times.
(e) Any privately, municipally, or publicly owned vehicle engaged in work authorized by County permit or County contract on a restricted highway. All such vehicles must display warning devices at all times.
ARTICLE 3. TEMPORARY RESTRICTIONS
3-03-1070 RESTRICTIONS ON OPERATING, STANDING OR PARKING OF VEHICLES:
The Road Commissioner may restrict the use of, or close, any county highway, including streets and alleys, whenever he considers such closing or restriction necessary:
(a) For the protection of the public.
(b) For the protection of such county highway from damage during storms.
(c) During construction, improvement or maintenance operations thereon.
When exercising the authority conferred by this section the Road Commissioner shall cause signs to be erected or posted or both, with or without the erection of barriers, indicating that the operating, parking or standing of vehicles on such highways is prohibited. The Road Commissioner’s authority under subparagraph (a) of this section does not extend to the closure of any highway pursuant to Streets and Highways Code section 21101.4 in response to serious and continual criminal activity.

3-03-1075 SAME: VIOLATIONS:
When the signs authorized by section 3-03-1070 have been in place giving notice thereof, it shall be unlawful for any person to operate, park or leave standing any vehicle contrary to the directions and provisions of such signs.
ARTICLE 5. OTHER PARKING RESTRICTIONS
3-03-1125 LIMITED TIME PERIOD:
(a) When the Board of Supervisors determines by resolution that it is necessary to prohibit stopping, parking or leave standing any vehicle, whether attended or unattended, on certain highways or portions thereof at all or certain hours of the day in order to facilitate the movement of traffic or to eliminate a hazardous condition, the Director of Transportation shall appropriately sign or mark such highways or portions thereof.
(b) When official signs or markings are in place pursuant to this section, it is unlawful for any person to stop, park or leave standing any vehicle whether attended or unattended, on any such highway or portion thereof in violation of the restrictions stated on or indicated by such signs or markings, except that this section does not prohibit buses from stopping to receive or discharge passengers at places appropriately signed or marked as bus loading zones.

3-03-1126 CURB MARKING:
(a) The Director of Transportation is authorized, subject to the provisions and limitations of this article and as the Tulare County Board of Supervisors finds the public safety and convenience requires, to place, and when required herein shall place, the following curb markings to indicate stopping, standing or parking regulations and those markings shall have the meaning herein set forth.
1. Red means no stopping, standing or parking at any time except as permitted by the Vehicle Code and except that a bus may stop in a red zone marked or signed as a bus zone.
2. Yellow indicates a loading zone for freight or passengers.
3. White indicates a passenger loading zone or a postal mail zone.
4. Green means standing or parking for a limited time as posted.
5. Blue indicates parking limited exclusively to the vehicles of disabled persons and disabled veterans.
(b) No person, other than the Director of Transportation, shall paint any curb surface unless granted permission to do so by the Road Commissioner.
(c) When the Director of Transportation has caused curb markings to be placed pursuant to the provisions of this section, it is unlawful for any person to stand, stop or park a vehicle in violation of the markings or signs so placed.

ARTICLE 7. ANGLE PARKING
3-03-1175 ANGLE PARKING PERMITTED UPON BOARD AUTHORIZATION:
Whenever the Board finds that the width of a highway and traffic conditions are such that the parking of vehicles at an angle to the curb instead of parallel to the curb will not impede traffic, that there is need for the additional parking space which parking at an angle will provide and it is reasonable and safe to do so, the Director of Transportation shall indicate at what angle traffic conditions make it desirable that vehicles should be parked by placing parallel white lines on the surface of the roadway. On such portions of such highways, an operator shall not stop, stand or park any vehicle except between, at the angle indicated by, and parallel to both such adjacent white lines, with the nearest wheel not more than one foot from the curb.

ARTICLE 9. VIOLATIONS
3-03-1235 VIOLATIONS:
Any person violating any of the provisions of this Chapter shall be guilty of a public offense and shall be punishable as provided in Divisions 17 (commencing with section 40000.1) and 18 (commencing with section 42000) of the Vehicle Code of the State of California.
