2-5-01 Adopted: Design.

The Council hereby adopts as the official seal of the City that certain seal used by the City Clerk, such seal being of standard size and containing thereon, arranged in the form of a circle, the words "Seal of the City of Turlock, Incorporated Feb. 15, 1908."

2-5-02 Use of the official seal or logo of the City of Turlock for any purposes prohibited: Exception.

(a) It is hereby made unlawful for any person, corporation or entity to use the Official Seal of the City of Turlock or the official logo of the City of Turlock, as reflected hereinbelow, for any purposes without the express prior written consent of the Turlock City Council.

(b) Exception. It is not the intent of this chapter to prohibit nor is there a prohibition established by any provision of this chapter against the Turlock City Council from using the Official Seal of the City of Turlock or the official logo of the City of Turlock when acting in its official capacity in furtherance of official or authorized City business in furtherance of City goals, policies, programs or political support for or against issues, measures, initiatives or referenda of local, statewide or national concern.

2-5-03 "Political campaign purpose" defined.

For the purposes of this chapter, "political campaign purpose" is defined as influencing or attempting to influence the action of the electorate for or against:

(a) any nomination or election of a candidate, as candidate is defined by California Government Code Section 82007;

(b) the qualification or passage of any local, state or national measure, initiative or referendum which use is made by a candidate or supporter.

2-5-04 Exception: Council consent: Finding required.

Before the City Council may grant consent, pursuant to TMC 2-5-02, the Council shall make a finding that such use is not for official City purposes in that it is related to a candidacy or the qualification of or passage of a local, state or national measure, initiative or referendum.
