§3540 GENERAL REQUIREMENTS
The City will extend its water distribution mains within its City limits only along approved and accepted public rights of way, streets, or highways. (Ord. 478, §VIA-1; amd. by Ord. 482, §1, adopted 1954)
§3541 APPLICATION FOR SERVICE REQUIRING MAIN EXTENSION; ENGINEER’S ESTIMATE; APPROVAL OF COUNCIL
Upon receipt of an application for service requiring water main extensions, the City Manager shall request plans and estimates to be prepared by the City Engineer. The City Engineer shall, upon completion of plans and estimates present the same to the City Council for the City Council’s approval. (Ord. 478, §VIA-1, adopted 1954)
§3542 APPLICANT TO DEPOSIT AMOUNT EQUAL TO ESTIMATE
Upon receipt of the plans approved by the City Council, the City Manager shall advise the applicant of the estimated cost of installation, and before proceeding with installation construction, shall obtain from the applicant a deposit equal to the Engineer’s estimate of costs. §3543 INSTALLATION; RECORD OF COSTS
Upon receipt of the applicant’s deposit, the City Manager shall proceed with departmental employees to complete the installation. The City Manager shall maintain a record of all costs of installation. (Ord. 478, §VIA-1, adopted 1954)
§3544 APPLICANT TO INCREASE DEPOSIT IF INSUFFICIENT
In the event that the deposit made by the applicant is found to be insufficient to cover the estimated costs, the City Manager shall, before allowing service connections to be completed to the extension, advise the applicant of the additional cost involved and require the applicant to increase the deposit to an amount sufficient to fully cover the extension cost. §3545 INSPECTION; CONSTRUCTION REQUIREMENTS; MINIMUM HOUSE SERVICE LINE SIZE
The City Engineer, or his appointed agent, shall inspect the installation and shall require the work to be done in accordance with City ordinances, State Health laws and in accordance with the American Water Works Standards. No house service from a main line to the house shall be less than three-fourth inch (3/4"). (Ord. 478, §VIA-1, adopted 1954)
§3546 NOTICE TO COUNCIL OF COMPLETION; REFUND OF DEPOSIT
Upon receipt of the City Engineer’s approval, the City Manager shall file a Notice of Completion of the work with the City Council. In the event the amount of the deposit shall exceed the amount of the installation costs, the City Council shall authorize a refund to the applicant in the amount of the difference between the installation costs and the applicant’s deposit. §3547 OWNERSHIP TO VEST IN CITY
The ownership rights in the water main extension upon its completion shall be vested in the City. (Ord. 478, §VIA-1, adopted 1954)
§3548 APPLICATION FOR WATER MAIN EXTENSION
Extension of water mains will be built, owned and maintained by the City provided the applicant, or applicants, advances to the City an amount equal to the estimated cost of the total extension, said cost to amount equal to the estimated cost of the total extension, said cost to be computed at the average estimated cost per foot of the entire extension, exclusive of the cost of meters and services. For the purpose of executing water main extensions, the procedure outlined in the foregoing sections of this Article relative to plans and estimates, approval of plans, approval of construction and funding or refunds, shall also be carried out under this Section.
