§4130 UNLAWFUL TO FAIL TO REMOVE MANURE

It shall be unlawful for any person, persons, firm, partnership, association or corporation, either as owner, proprietor, manager, superintendent, or employee, to neglect, fail or refuse to remove at least once each day from any stable within the corporate limits of the City under his, their or its ownership, management, care or control in which are boarded, lodged or fed at the same time more than four (4) animals, the manure collected therein, or at least twice each week from any such stable in which are boarded, lodged or fed at the same time four (4) or less animals, the manure collected therein. §4131 MANURE REQUIRED TO BE STORED IN COVERED BINS

It shall be unlawful for any person, persons, firm, partnership, association or corporation to dump, deposit or store manure at any place within the corporate limits of the City except it be within tightly covered receptacles or bins which shall be emptied at least once in three (3) days; except, that it shall be lawful to use manure within said limits as fertilizer upon ground which is actually cultivated. §4132 PENALTY FOR VIOLATION

Every person, firm, partnership, association or corporation violating any provision of this Article shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by imprisonment in the City Jail not exceeding six (6) months or by a fine not exceeding three hundred dollars ($300.00) or by both such fine and imprisonment.
