§7160 CITY COUNCIL TO DESIGNATE RESTRICTED OR PROHIBITED PARKING BY RESOLUTION
The city council may, by resolution, designate any streets or portions of streets so as to prohibit standing, parking or stopping or as being restricted as to the length of time standing or parking shall be permitted in such area. The resolution may also designate that such prohibition or restriction applies between certain hours of the day or night and may provide that certain days shall be excepted from prohibition or restriction. Unless a resolution specifies otherwise, a prohibition or restriction shall apply on the side of the street where the sign or curb marking is placed and between the two (2) cross streets nearest the sign or marking. A time limit restriction that applies during certain hours shall prohibit parking the same vehicle during those hours in the designated area longer than the allowed duration, even if the vehicle is moved and parked again. If signs establishing the same restriction are posted on both sides of the street, the restriction as described in this section shall apply to both sides of the street. If signs establishing different restrictions are posted on different sides of the same street, each restriction shall apply separately. (Ord. 553, §4, adopted 1963; Ord. 1023, §1, adopted 1999)
§7161 SHORT TIME LIMIT PARKING
Green curb marking shall mean no standing or parking for a period of time longer than either ten (10) minutes or twenty-four (24) minutes at any time specified by resolution of this City.
On those streets or portions of streets designated by ordinance or resolution of this City, when authorized signs, parking meters or curb markings have been determined by the City Engineer to be necessary and are in place giving notice of parking restricted to not longer than ten (10) or twenty-four (24) minutes, no operator of any such vehicle shall stop, stand or park said vehicle adjacent to any such legible curb marking or sign or parking meter in violation thereof. §7162 ONE HOUR PARKING
The Council may, by resolution, designate certain streets or portions of streets as being restricted to standing or parking for a period of time not longer than one hour at any time specified by such resolution.
On those streets or portions of streets designated by resolution of this City, when authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice of parking restricted to not longer than one hour, no operator of any vehicle shall stop, stand or park said vehicle in such restricted area in violation thereof. §7162.5 NINETY MINUTE PARKING
The Council may, by resolution, designate certain streets or portions of streets as being restricted to standing or parking for a period of time not longer than ninety (90) minutes at any time specified by such resolution.
On those streets or portions of streets designated by resolution of this City, when authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice of parking restricted to not longer than ninety (90) minutes, no operator of any vehicle shall stop, stand or park said vehicle in such restricted area in violation thereof. §7163 TWO HOUR PARKING
The Council may, by resolution, designate certain streets or portions of streets as being restricted to standing or parking for a period of time not longer than two (2) hours at any time specified by such resolution.
On those streets or portions of streets designated by resolution of this City, when authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice of parking restricted to not longer than two (2) hours, no operator of any vehicle shall stop, stand or park said vehicle in such restricted area in violation thereof. §7164 FIVE HOUR PARKING
The Council may, by resolution, designate certain streets or portions of streets as being restricted to standing or parking for a period of time not longer than five (5) hours at any time specified by such resolution.
On those streets or portions of streets designated by resolution of this City, when authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice of parking restricted to not longer than five (5) hours, no operator of any vehicle shall stop, stand or park said vehicle in such restricted area in violation thereof.
On those streets or portions of streets controlled, regulated and inspected with the aid of parking meters, the Council may adopt a resolution authorizing the owner or operator of any vehicle or a person acting with the knowledge or consent of said owner or operator to follow the operational procedure for operating the parking meter to increase or extend the parking time of said vehicle beyond the single five (5) hour limit established for the parking space adjacent to which said parking meter is placed.
For purposes of this Section, the five (5) hour limit for such a meter controlled space shall include any additional periods of five (5) hours or any portion thereof as long as the parking meter is not showing a signal indicating that such space is illegally in use. §7165 NO PARKING, STANDING OR STOPPING ZONES
The Council may, by resolution, designate certain streets or portions of streets as being no parking, standing or stopping zones and prohibiting parking, standing or stopping at any time specified by such resolution.
On those streets or portions of streets designated by resolution of this city as no parking, standing or stopping zones, when authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice of such prohibition, no operator of any vehicle shall park, stand or stop such vehicle in any such prohibited area in violation thereof. §7166 ALL NIGHT PARKING
The Council may, by resolution, designate certain street or portions of streets as being prohibited to all night parking or to parking between certain hours of the night, or may restrict parking to certain periods of time between certain hours.
On those streets or portions of streets designated by resolution of this city, when authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice of such parking prohibitions or restrictions, no operator of any vehicle shall park, stand or stop such vehicle in any such prohibited or restricted area in violation thereof. §7167 PARKING PARALLEL ON ONE-WAY STREETS
A. Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches (18") of the left hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.
B. In the event a highway includes two (2) or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
C. The City Traffic Engineer is authorized to determine when standing or parking shall be prohibited upon the left hand side of any one-way street or when standing or parking may be permitted upon the left hand side of any one-way roadway or a street or highway having two (2) or more separate roadways and shall erect signs giving notice thereof.
D. The requirement of parallel parking imposed by this Section shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods, in which case such vehicle may be backed up to the curb, provided that such vehicle does not extend beyond the center line of the streets not block traffic thereby. §7168 DIAGONAL PARKING
On any of the streets or portions of streets established by ordinance of the Council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking, it shall be unlawful for the operator of any vehicle to park said vehicle except:
A. At the angle to the curb indicated by signs or pavement markings allotting space to parked vehicles and entirely within the limits of said allotted space; and,
B. With the front wheel nearest the curb within six inches (6") of said curb.
The provisions of this Section shall not apply when such vehicle is actually engaged in the process of loading or unloading passengers, freight or goods, in which event the provisions applicable in §7166 of this Chapter shall be complied with. §7169 PARKING SPACE MARKINGS
The City Traffic Engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.
When such parking space markings are placed on the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible. §7170 NO STOPPING ZONES
The City Traffic Engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited and indicating the hours and day when stopping is prohibited.
During the hours and on the days designated on the signs, it shall be unlawful for the operator of any vehicle to stop said vehicle on any of the streets or parts of streets established by resolution of the Council as no stopping zones. §7171 INFRACTION PENALTY FOR VIOLATING THIS ARTICLE
It shall be unlawful and constitute an infraction for any person to violate any provision of this Article. Any such violation shall be punishable by a fine not exceeding fifty dollars ($50.00) for a first offense, one hundred dollars ($100.00) for a second offense committed within one year and one hundred fifty dollars ($150.00) for each additional offense committed within one year, except as to continuing offenses as provided in §7051. As to continuing offenses the fine for each violation deemed to be a separate violation by §7055 shall not exceed fifty dollars ($50.00). (Ord. 863, §3, adopted 1986)
