COMMUNITY SERVICES COMMISSION

2.34.070 Vacancy caused by absence.
2.34.010 Appointment.
The community services commission shall consist of seven members, who are not employees or members of the city council of the city and who shall serve at the pleasure of the city council. The members of the commission shall be appointed by the mayor with the approval of the city council. Members shall be, at the time of appointment and throughout their term of appointment, residents of the city. A member of the commission may be removed at any time by a majority vote of the city council. Vacancies occurring for any reason prior to the expiration of a member’s term shall be filled for the unexpired portion of that member’s term in the manner prescribed above. 2.34.020 Term.
Members shall be appointed to a term of two years from the date of appointment or reappointment. Initial appointments to the commission shall be made to provide for staggered terms. If, at the end of a member’s term, a member has not been reappointed or replaced, the incumbent member may continue to serve until a replacement has been appointed. (Ord. 1460 §1(part), 1992).
2.34.030 Powers and duties.
The duties and functions of the commission shall be as follows:
A. To make recommendations to the city council on matters pertaining to all aspects of public parks and facilities, public recreation, cultural arts, open space, public right-of-way beautification projects and community services programs;
B. To assist in the planning, development and review of recreational and cultural facilities, public parks, public recreation, cultural arts, and community services and in the improvement of these services and programs to meet the needs of the community;
C. To participate in the development of recommendations for city council considerations regarding annual capital projects and programs, e.g., capital improvement projects, grants, and general fund programs;
D. To work with community services department staff to identify unmet community service needs and to develop strategies to meet those needs;
E. To provide a forum for the public to express their views related to public parks and recreation, community services department programs and services, and other related issues. To promote interest, cooperation, and support among public and private organizations and agencies and local residents for the city’s recreation, cultural arts, and community service programs. To create citizen advisory boards and committees which the commission deems necessary or appropriate to assist the commission in the performance of its powers, duties or functions;
F. To interpret and convey the city’s policies and functions concerning programs for parks, recreation, cultural arts, and community services and to encourage city residents to participate and/or utilize city programs, parks, facilities and services;
G. To encourage cooperative programming between the city and other public and private organizations to enhance the efficiency and effectiveness of services provided by the community services department;
H. To advocate and promote programs and services designed to meet the needs of all city residents irrespective of race, creed, religion, color, age, gender or physical disability;
I. To perform such other powers and duties as the city council may, by ordinance, resolution, or motion, confer upon the commission from time to time. (Ord. 1460 §1(part), 1992).
2.34.040 Meetings.
The commission shall meet the first Wednesday of every month. Special meetings may also be held pursuant to Section 54956 of the California Government Code. A majority of the appointed members shall constitute a quorum for the conduct of business. Action may be taken by a vote of the majority of the members present. Minutes of the meeting shall be maintained and shall be filed with the city clerk. The commission shall adopt, by majority vote, such other rules as it shall deem expedient for the conduct of its business, not contrary to other provisions and policies heretofore adopted by the city council for the conduct of city commissions. 2.34.050 Officers.
The commission shall elect such officers as it may deem necessary for the conduct of business, including, but not limited to, a chair and a vice chair. Officers shall be elected annually following the appointment of new commission members by the City Council and shall hold office for a term of one year, provided such officer remains a member of the commission. A member may be elected to serve consecutive terms of office as long as such member remains a member of the commission. (Ord. 1460 §1(part), 1992).

2.34.060 Subcommittees.
The commission may create, from time to time, subcommittees of its membership to assist in the performance of the powers, duties, or functions of the commission. (Ord. 1460 §1(part), 1992).
2.34.070 Vacancy caused by absence.
If a member of the commission fails to attend two consecutive regular meetings, such member shall automatically cease to be a member of the commission, and the vacancy created thereby shall be filled in the manner specified in Section 2.34.010; provided, however, that regularly scheduled vacations by commission members not exceeding six weeks and absences excused by the commission chair with prior notice to the chair or to the staff of the community services department shall not be deemed to be absences. 2.34.080 Compensation.
The members of the commission shall be compensated at a rate to be set by the city council. (Ord. 1460 §1(part), 1992).
