14.12.020.010 General.
Whenever required for the public necessity, convenience, or general welfare to help resolve land use or development issues, the City Council may adopt plan lines for street right-of-way.

14.12.020.020 Initiation of Plan Line.
A proposal to establish a plan line for a future street or the major widening of an existing street may be initiated by the City Council through a specific action, through the adoption of the City’s operating budget or through any other form of Council action. In addition, the Director of Public Works may also initiate a plan line.

14.12.020.030 Plan Line Approval.
The following procedures are established for the approval of a street right-of-way plan line:
A. The draft plan line shall be reviewed by the Planning Commission at a public hearing. Notice of the time and place of the hearing shall be given in accordance with Section 14.09.030.070. Following the close of a public hearing, the Planning Commission shall, by simple majority, recommend to the City Council that the plan line be approved, approved with modifications, or rejected. Any action of the Commission shall be forwarded to the City Council in an expeditious manner.
B. The City Council shall consider the proposed plan line, including the recommendations of the Planning Commission, at a public hearing. Notice of the public hearing shall be given in the same manner as noted above for the Planning Commission. Following the close of the hearing, the City Council may approve, approve with modifications, or reject the plan line.
C. An action by the City Council shall be by resolution adopted by an affirmative vote of a majority of the Council.
D. In order to adopt a plan line, the City Council shall find that:
1. The proposed plan line is consistent with the goals, objectives and policies of the Transportation Element of the General Plan;
2. The proposed plan line would not be detrimental to the public health, safety, or welfare of the community;
3. The proposed plan line is consistent with any applicable specific plan or policy plan; and
4. The proposed plan line is necessary to ensure that there is adequate street right-of-way for public facilities and utilities, and for the circulation needs to accommodate existing and future development.

14.12.020.040 Administration of Plan Lines.
When a plan line is in effect, the following regulations shall apply:
A. No building permit shall be issued nor shall any building be constructed, structurally altered or enlarged on any parcel of land affected by a plan line except in conformity with the adopted plan line.
B. No site development of private property which lies within the area included within a plan line shall be developed except in conformity with the adopted plan line. Within the future street right-of-way of the plan line area, connecting sections of driveways, sidewalks, trails and paths, landscaping, lighting and other site improvements along the street frontage may be permitted by the City to be installed as part of the conditions of approval for a subdivision or land development permit approval.
C. The Director of Public Works shall be responsible for keeping and maintaining the adopted plan lines and their related documents.

14.12.020.050 Amendments to Adopted Plan Lines.
Any proposal to revise or modify an adopted plan line shall be subject to the same process as outlined in Sections 14.12.020.020 and 14.12.020.030 except that minor amendments to the adopted plan line may be approved by the Director of Public Works in consultation with the Director of Community Development.

14.12.020.060 Expiration of Adopted Plan Lines.
An adopted plan line shall remain in effect until such a time that the City Council approves a resolution that specifically abolishes the plan line. A proposal to abolish an adopted plan line shall be subject to the same process as outlined in Section 14.12.020.030.
