Adopt the California Electrical Code (CEC), 2022 Edition, based on the 2020 National Electrical Code as published by the National Fire Protection Association (NFPA) and as adopted by the State Building Standards Commission in the California Code of Regulations, Title 24, Part 3.

15.20.256.020 Amendments to the California Electrical Code.
A. Article 89.108.4.3 – Plan review and time limitations is amended by adding the following:
Submittal Documents. Construction documents for electrical work shall be provided at the time of the permit application or at any time, as determined by the Building Official. Such documents shall include, but not be limited to, bonding and grounding details; wiring plan runs and details, single line diagrams, load calculations, wire sizing calculations, conduit sizing calculations, and derating calculations.
B. Article 89.108.9 – Unsafe Buildings or Structures is amended by adding the following:
The Building Official may withhold or disconnect power from any dangerous building as defined in the code, or due to other hazardous condition(s).
Article 250.52 (A)(3)(3) is added to Section 250.52 (A)(3), to read in full as follows:
(3) Access to a concrete-encased electrode (UFER) shall be provided either on the interior with a cover plate or on the exterior with a weatherproof access panel immediately adjacent to the electrode for newly constructed single-family dwelling units.
C. Section 590.1 – Scope. Add the following to section 590.1 of the CEC:
Temporary electrical service may be authorized only during periods of construction or repair of a structure for which a valid permit has been issued, or where the conditions of approval only authorize temporary service.
