CHAPTER 7. PERSONNEL SYSTEM
2-7.01 Employment of Personnel.
By resolution the Council shall direct the employment of persons to perform the duties necessary to the operation of the functions of the City and shall establish their rates of compensation. (2105)
2-7.02 Merit System.
The City Manager shall formulate and recommend to the Council for its approval rules and regulations pertaining to the operation of a merit personnel program. Such rules and regulations shall cover recruitment, appointment, promotion, demotion, suspension and release of personnel connected with the municipal service and all other matters governing the status of employees and conditions of their employment. 2-7.03 Classification Plan.
All positions of the municipal service shall be classified within a position classification plan, which shall be maintained and operated by the City Manager. (2107)
2-7.04 Police Department Personnel.
a. The City of Walnut Creek desires to receive aid pursuant to Chapter 1 of Title 4 of Part 4 (commencing with Section 13500) of the California Penal Code, including state aid for training of police officers and public safety dispatchers.
b. Pursuant to Penal Code Sections 13522, 13523 and 13525, the City of Walnut Creek while receiving any state aid pursuant to said Chapter 1 will adhere to the standards for recruitment and training established by the California Commission on Peace Officer Standards and Training.
