1-6-1: APPOINTIVE CITY OFFICERS:
The designated appointed officers and officials of the city are as follows:
City clerk
Treasurer
Chief of police
Director of public works
City attorney
City administrator
Said officials and officers shall be appointed by the mayor and confirmed by the city council in accordance with Idaho Code1. (1988 Code; amd. Ord. 976-15, 2-9-2015)
1-6-2: TERMS OF OFFICERS:
Each and every appointive officer of the city enumerated in section 1-6-1 of this chapter shall serve at the discretion and pleasure of the mayor and city council. Said officer or official may be terminated at any time by the mayor for any cause by him deemed sufficient. Such removal shall be confirmed by the affirmative vote of one-half (1/2) plus one of the members of the full council; provided, however, that the city council, by the unanimous vote of all its members may, upon its own initiative, remove any appointive officer2. 1-6-3: COMPENSATION OF MUNICIPAL OFFICERS:
A. Mayor: Commencing January 1, 2024, the mayor shall receive an annual salary in the sum of fifty thousand dollars ($50,000.00).
B. City Council:
1. Council Members: The compensation of each council member shall be an annual salary in the sum of ten thousand two hundred dollars ($10,200.00), commencing January 1, 2018.
2. Council President: The compensation of the council president shall be an annual salary in the sum of eleven thousand dollars ($11,000.00), commencing January 1, 2018.
C. Other Municipal Officers: Compensation of department heads shall be fixed by the mayor with the approval of the city council. (Ord. 728, 8-10-1999; amd. Ord. 873-07, 8-6-2007; Ord. 981-15, 8-10-2015, Ord. 993-17, 8-14-2017; Ord. 1021-21, 8-9-2021; Ord. 1039-23, 8-28-2023)
1-6-4: OFFICIAL BONDS AND OATHS:
The officers of the city hereinafter named shall, before taking office, take an oath of office and at the same time execute to the city a bond in the penal sum hereinafter set forth, which bond and oath shall be filed in the office of the city clerk:
Clerk: Fifteen thousand dollars ($15,000.00).
All employees shall be under a ten thousand dollar ($10,000.00) blanket bond. (Ord. 189, 6-5-1963; amd. 1988 Code)
Each individual who shall hold said office or employment shall, while holding same, execute and file a new bond in the same amount and with the same conditions for the fiscal year of his appointment, which said bond filed at the time of the appointment shall be for the balance of that current year. 1-6-5: MUNICIPAL PERSONNEL POLICY:
It is hereby declared to be the policy of the city to adopt a uniform personnel policy for all employees of the city, which personnel policy shall be adopted by the city council by resolution and may be amended from time to time by resolution as the city council sees fit. Any provisions of regulations or ordinances, or parts thereof, acted or authorized prior to the effective date hereof, shall be construed so as to be in harmony with the provisions of this section and the personnel policy to be adopted and amended from time to time by resolution; and in the event of any conflict between such prior law and this section and such personnel policy, the conflicting provisions of the prior law are hereby repealed. 1-6-6: DUTIES OF MUNICIPAL OFFICERS:
A. Mayor: In addition to the duties specified in Idaho Code title 50, chapter 6, the mayor shall establish regular office hours for public access and official city business which shall be posted in the city hall for the benefit of citizens and city personnel.
B. Council Members: In addition to the duties specified in Idaho Code title 50, chapter 7, the council members shall devote as much time as necessary to conduct city business in an informed manner. (Ord. 544, 1-9-1990)
