1-9-1 MUNICIPAL ELECTION PRECINCTS:

The city of Garden City, Idaho, hereby formally establishes four (4) election precincts which shall include all lands lying within the Garden City limits and are described as follows:

Precinct 600 shall include all lands south of the Boise River and east of the centerline of Glenwood Street aligned between Chinden Boulevard and the Boise River.

Precinct 601 shall include all lands south of the Boise River and west of the centerline of Glenwood Street aligned between Chinden Boulevard and the Boise River.

Precinct 602 shall include all lands north of the Boise River and east of the centerline of Glenwood Street.

Precinct 603 shall include all lands north of the Boise River and west of the centerline of Glenwood Street.

1-9-2 OFFICIAL NEWSPAPER:

The "Idaho Statesman" is hereby authorized as the official newspaper of Garden City for the publication of all official notices and ordinances. (Ord. 380, 5-9-1978)

1-9-3 MUNICIPAL DEPOSITORIES:

The following named banks or credit unions are hereby designated depositories for the city. The city treasurer, or any other designated official, is hereby ordered, required and directed to keep any public monies and any money which during the ordinary course of city business comes under the control of the city treasurer, or other designated officials, in the following named depositories:

The city treasurer, or any other designated official, is hereby ordered, required and directed to keep and deposit monies belonging to or in the care of the city in the manner required by section 50-1013 and chapter 1, title 57, Idaho Code, in the above named depositories. 1-9-4 COMPREHENSIVE PLAN:

A.    The comprehensive plan for the city is hereby adopted as the long range plan for future development of Garden City and the city impact area; and the comprehensive plan policies are hereby adopted to manage new development and to make improvements in existing areas.

B.    Each city department and citizen commission shall use the plan in the implementation of their work programs and in making decisions.

C.    Other governmental agencies responsible for public improvements and services affecting Garden City or its city impact area are urged to become acquainted with the plan and to utilize it in making improvements; and the citizens of Garden City are hereby urged to acquaint themselves with the comprehensive plan.

D.    Copies of the comprehensive plan shall be available for purchase or by loan to members of the public at the office of the city clerk/treasurer. (Ord. 366, 12-10-1977)

1-9-5 AREA OF CITY IMPACT:

Pursuant to the local planning act of 19751, the geographical area hereinafter described is hereby identified as that area surrounding the city of Garden City which is and will continue to be affected by the growth and activities within Garden City, and is an area of city impact. The area of city impact map is hereby adopted by reference and is on file with the public works director. (Ord. 512, 7-14-1987)

1-9-6 ANNEXATION PETITIONS:

A.    The mayor and council will not consider any petition for annexation unless and until it has been reviewed by the planning and zoning commission and no petition shall be considered unless it is in compliance with the provisions of all existing statutes and ordinances.

All petitions for annexations shall be reviewed by the chief of police and the director of public facilities who shall report to the mayor and council as to the availability of municipal services.

B.    The mayor and council will, at all times, ensure that owners and residents of the delineated impact area are equitably represented on the planning and zoning commission. (Ord. 512, 7-14-1987)

1-9-7 CITY FACILITIES:

A.    Council Chamber/Community Room:

1. Use of the Garden City council chamber/community room is available at no charge to city related groups, committees, and commissions. Rental of the room is available to local governmental agencies and homeowners’ or neighborhood associations within Garden City. Use of the room is prohibited by groups and entities other than those listed above.

2. City related business shall have priority over all other uses of the room. Reservations by noncity groups and entities shall not be made more than sixty (60) days in advance. Prior to use of the council chamber/community room, all noncity groups or entities must provide:

a. A completed application form; and

b. A nonrefundable maintenance fee of twenty five dollars ($25.00); and

c. A fee of ten dollars ($10.00) per hour of use for the presence of a Garden City employee; and

d. A one hundred dollar ($100.00) refundable deposit.

3. Noncity users shall be responsible for all damage and cleaning costs that are not attributable to standard wear and tear, including damage and cleaning costs exceeding the one hundred dollar ($100.00) deposit. Noncity users shall also be responsible for returning city facilities to their original condition. Misuse of city facilities by noncity groups or entities may result in the permanent discontinuation of any further use. (Per correspondence dated 5-2005)
