There is hereby created the office of chief of staff. The chief of staff position is not an appointive office within the meaning of 65 ILCS 5/3.1-35-10.
Whenever within this Municipal Code or any other ordinance, directive, order, and/or resolution of the village reference is made to the “village administrator,” such reference shall be construed to designate and mean the “chief of staff,” the office created hereby, except for Chapter 2.116 RMC.
Words imparting a particular gender shall include the other gender, and words used in a plural or collective sense shall include the singular and vice versa, and the context of this chapter shall be read accordingly when the facts require it. (Ord. 2017-11 § 4, 2017; Ord. 97-20, 1997)
2.114.030 Appointment.
The chief of staff shall be appointed by the president.
The chief of staff shall reside within the sixteen-mile residency area of the village in accordance with the map designating said area or become a resident of that area within one year of appointment as herein provided.
During the absence or disability of the chief of staff, the president may designate some properly qualified person to act as chief of staff pro tempore to perform the duties of the office. (Ord. 2017-11 § 5, 2017; Ord. 2001-06, 2001; Ord. 97-20, 1997)
2.114.040 Compensation.
The chief of staff shall receive compensation in such amount and manner as the board shall fix from time to time by ordinance or resolution. (Ord. 2017-11 § 6, 2017; Ord. 97-20, 1997. Formerly 2.114.060)
2.114.050 Duties.
A. The chief of staff shall serve as the chief administrative official of the village. Specifically, but not in limitation, he shall direct all human resource policies and procedures of the village, develop the annual budget and perform all related financial duties, plan and administer village programs and activities and diligently pursue the enforcement of all codes and ordinances of the village.
B. The chief of staff shall perform such other duties or functions as directed from time to time by the president and board of trustees consistent with the village ordinances or statutes of the state.
C. All department heads shall be administratively responsible to the chief of staff.
D. The chief of staff shall devote his entire time to the discharge of official duties. (Ord. 2017-11 § 7, 2017; Ord. 97-20, 1997. Formerly 2.114.070)
2.114.051 Policy formation.
The chief of staff shall recommend to the village president or village board, as the case may be, any measure necessary or expedient for the good government and welfare of the village. (Ord. 2017-11 § 8, 2017; Ord. 97-40 § 1, 1998. Formerly 2.114.071)
2.114.052 Appointment authority and reporting responsibility.
Per the statutes of the state of Illinois and because the village has a board of fire and police commissioners and a civil service commission, the chief of staff does not have the authority to perform any personnel functions that are given to the fire and police commission and the civil service commission under the State of Illinois Statutes. 2.114.060 Savings clause.
If any section, subsection or sentence, clause, or phrase of this chapter is for any reason held to be invalid, such decision or decisions shall not affect the validity of the remaining portions of this chapter. All ordinances of the village prescribing the duties of heads or departments shall remain in full force and effect insofar as they conflict with the provisions of this chapter, in which case the provisions of this chapter govern.
