2.36.010 Office created.

There is created the office of superintendent of public works, an administrative office of the village.

2.36.020 Term of office.

The superintendent of public works shall be appointed by the president and board of trustees for a period of one year. During the absence or disability of the superintendent of public works, the village president and the board of trustees may designate some properly qualified person to perform the duties of his office.

2.36.030 Bond – Oath of office – Salary.

Before entering upon the duties of his office, the superintendent of public works shall furnish a bond, the cost thereof to be paid by the village, conditioned for the faithful performance of his duties, and the payment of all moneys received by him, according to law and the ordinances of the village. He shall take the oath prescribed by the statute, and shall receive such compensation as may be provided from time to time by the president and board of trustees.

2.36.040 Supervision over employees.

A. The superintendent of public works shall have supervision over all employees of the village and all such employees shall perform their duties subject to his directions. He shall not, however, be charged with or be responsible for supervision of the work or activities of elective or appointed village officers nor of members of the police or fire departments, except to the extent that such supervision and responsibility is necessary and required for the protection, maintenance and safety of village-owned property and equipment.

B. The superintendent of public works shall have the power to employ and discharge all temporary employees of the village provided for or authorized by the board, and shall make recommendations as to the hiring and discharging of regular employees.

2.36.050 Village property.

The superintendent of public works shall be responsible for the condition, safety and efficient operation and maintenance of all village-owned property, equipment and facilities; he shall be charged with the duty of maintaining and supervising all municipal services in an efficient and economical manner, and he shall make such reports and recommendations to the committee chairmen and to the president and board of trustees as may be required for the purpose of enabling him to properly perform the duties imposed upon him.

2.36.060 Purchases.

The superintendent of public works shall handle, through the village office, the purchase of supplies and equipment for the public works department. Expenditures up to fifty dollars for any individual order, and up to five hundred dollars with the approval of the chairman of the committee concerned, may be made by him without preliminary authorization by the board, but subject to board ratification and to the limitations imposed by the annual appropriation ordinance.

2.36.070 Reports.

The superintendent of public works shall present to the board of trustees regular reports covering the work of each department for which he is responsible, together with such other special reports as may be required by the board of trustees or any regularly appointed committee thereof. At the end of the fiscal year he shall prepare and present to the board a written annual report, summarizing the work of each department under his supervision with recommendations for the ensuing year. He shall act in an advisory capacity to the board on financial matters, and at the end of each fiscal year he shall assist the board in the preparation of a budget estimate of general fund income and expenditures for the ensuing year.

2.36.080 Conferences.

The superintendent of public works shall hold such conferences with the board of trustees, or regular and special committees thereof, as may be considered necessary by the board or any committee thereof to keep its members informed of the details of the work of the several departments. He shall also confer with the elected and appointed officers of the village whenever required for the purpose of coordinating the activities of all departments of the village and for the further purpose of assuring proper planning and initiation of public works or services. He shall make special reports and recommendations whenever, as a result of such conferences, he may consider it necessary for the president and board of trustees to take action on some special matter for the best interests of the village and its residents.

2.36.090 Additional duties.

The superintendent of public works shall perform such other duties as may be required by him by ordinance or resolution or by the direction of the village president or the board of trustees, all to the end that the purposes and policies of the president and board of trustees shall be faithfully and efficiently administered and carried out.

2.36.100 Director of public works.

Wherever the term “superintendent of public works” is used in the Village Municipal Code, the term “director of public works” shall be substituted and shall have the same force and effect. (Ord. 97-31, 1997)
