10.20.010 Motor vehicle defined.
Whenever the term “motor vehicle” is used in this chapter it shall be construed to include automobiles, locomobiles and all other vehicles propelled otherwise than by muscular power, except traction engines and road rollers, the cars of electric and steam railways, and other motor vehicles running only upon rails or tracks. Nothing in this chapter shall be construed to affect bicycles or tricycles or other vehicles propelled exclusively by muscular power.
10.20.020 License required.
A. Every owner or operator of a motor vehicle or motor bicycle who resides within the village shall pay each year to the collector a tax or license fee for the use of such vehicle on any public street or alley in the village, as is provided in this chapter.
B. All persons becoming residents of the village of Riverdale shall have thirty days from the date of becoming a resident to apply for a license in accordance with the provisions of this chapter.
10.20.030 Fees.
The annual fee to be paid for vehicle licenses shall be as follows:
A. Motorcycles, motor bicycles or motor scooters |

Provided, however, that the Class A fee shall be reduced by two dollars and the Class B fee shall be reduced by five dollars for any license purchased between May 1st and May 31st.
Any person who shall reach the age of sixty-two prior to July 1st of the year for which a license is required shall be eligible to pay ten dollars for a license for one motor vehicle designed and used for the carrying of not more than ten persons. The license fee for a second motor vehicle designed and used for the carrying of not more than ten persons shall be as provided in the fee schedule provided in this section. Satisfactory evidence of age shall be submitted to the village clerk at the time of filing the application.
Any person receiving Social Security disability payments under applicable federal laws shall be entitled to receive one such motor vehicle license for ten dollars. Each additional motor vehicle license shall be as provided in the fee schedule provided in this section.
C. Motor vehicles designed and used for pulling or carrying freight and those vehicles which are designed and used for the carrying of more than ten persons shall pay an annual license fee based upon the gross weight of the vehicles, including tractor, trailer and load as follows:

D. All vehicle licenses shall be purchased on or before June 30th. If not paid by said date, license fees shall double, except as otherwise provided at RMC 10.20.070, Time of payment – License year. 10.20.040 Exceptions.
None of the provisions of this chapter requiring a license fee shall be construed to include farm tractors, traction engines, threshing machines or similar farm machinery and implements which are used primarily in the agricultural pursuits of the owner thereof.
10.20.050 Dealers’ licenses.
The license plates issued to dealers in motor vehicles held for sale and used only for demonstration may be transferred to any other vehicle so held and used by the same dealer; provided, that such dealers shall procure one license for each motor vehicle so held by him at any one time during the year.
10.20.060 Application – Issuance.
Every owner or operator of a motor vehicle or motor bicycle desiring a license for such motor vehicle shall file an application with the clerk, setting forth the name and address of the applicant and a description of the vehicle for which the license is desired. Upon payment of the fee provided in this chapter, the clerk shall issue or cause to be issued a license which shall be attested by him, authorizing the use of such vehicle within the village until the expiration of the license.
10.20.070 Time of payment – License year.
Such licenses shall be due and payable annually in advance of the first day of July of each year and the license shall be for one year; provided, that if purchase of the vehicle is made three months after the start of the license year, then upon application being made to the clerk, a license shall be issued for the remainder of the year upon payment of three-fourths of the fee required in this chapter. If purchase of the vehicle is made six months after the start of the license year, then upon application being made to the clerk, a license shall be issued for the remainder of the year upon payment of one-half of the fee required in this chapter. If purchase of the vehicle is made nine months after the start of the license year, then upon application being made to the clerk, a license shall be issued for the remainder of the year upon payment of one-fourth of the fee required in this chapter. 10.20.080 Vehicle tag.
Upon payment of the annual license fee as provided in this chapter, the village collector shall issue unto the person, firm or corporation paying such fee a vehicle tag of such design and bearing such figures, numbers, letters or combination thereof as may be approved by the village board or proper committee thereof, which vehicle tag shall at all times from and after the purchase of the tag be conspicuously displayed in the lower right-hand corner of the front windshield on the vehicle for which issued as in this section provided. All adjudicated traffic tickets pursuant to the Riverdale Municipal Code must be paid before issuance of a vehicle tag. (Ord. 2021-21 § 4, 2021; Ord. 2000-06 § 3, 2000)
10.20.090 Use of revenue.
All revenue derived for such license fees, except for the cost of issuing the licenses and plates and collecting the fees, shall be kept as a separate fund and used only for the purpose of paving, repairing or maintaining the streets and other public roadways within the village; provided, however, that not more than thirty-five percent of such fees may be used also for the payment of such salaries and wages of policemen engaged in the duty of regulating traffic as provided by state statute.
