2.108.010 Statement of policy.
It shall be the policy of the City of Evansville that:
(A) The City desires to recognize the importance of the efforts of neighborhood residents and associations to preserve and revitalize their neighborhoods; and
(B) Neighborhoods support the social, physical and economic development and improvement of Evansville through comprehensive public planning; and
(C) Neighborhoods are encouraged to actively participate in the public planning process; and
(D) Neighborhood association membership should be open to all residents and property owners within their boundaries; and

2.108.020 Neighborhood association registration.
Neighborhood associations desiring to be recognized by the City of Evansville shall register with the Department of Metropolitan Development (DMD). [Ord. G-2009-28 § 1, passed 12-17-09; Ord. G-98-14, passed 6-8-98. 1983 Code § 3.30.851. Formerly 18.190.020.]
2.108.030 Qualifications for registration.
Neighborhood associations desiring to be recognized by the City shall meet the following qualifications:
(A) Have a unique name;
(B) Have specific geographic boundaries;
(C) Be open for membership to all residents and property owners within the neighborhood boundaries;
(D) Have an open election of officers with specific terms;

2.108.040 Registration process.
To register, a neighborhood association must complete a registration form as prescribed by the Department of Metropolitan Development and submit said registration form to DMD no later than January 31st of each calendar year. Neighborhood associations seeking registration after January 31st of the year may file an application with DMD at any time, but the list of registered neighborhood associations and accompanying map shall be updated on a quarterly basis only. The names, addresses and telecommunication numbers of neighborhood association officers shall be updated by the submission of a revised registration form during the year, with the list of registered neighborhood associations and accompanying map being updated quarterly. 2.108.050 DMD repository of list of registered neighborhood associations.
(A) The Department of Metropolitan Development shall be the official repository of the list of registered neighborhood associations and accompanying map. Persons seeking copies of the list of registered neighborhood associations shall obtain them from the Department of Metropolitan Development.
(B) The registration forms and bylaws submitted by neighborhood associations seeking registration with the City of Evansville shall be considered to be public records available for public inspection. 2.108.060 Notification of neighborhood associations.
(A) Neighborhood associations included on the list of registered neighborhood associations will be notified, in the same manner as other interested parties are required to be notified, of vacation of public ways or places, changes in the zoning maps and establishment of historic districts. Said notice shall include notification of public hearings on proposed projects that would affect the area within their boundaries and of any changes in the dates, times, locations, or agendas of such hearings.
(B) Said notification shall be limited to the following activities:
(1) Vacation of public ways or places, as discussed in EMC 12.05.460; zoning code, notification of public hearings as discussed in EMC 18.145.030(B), 18.175.010(F)(3), 18.175.010(I)(3), 18.175.010(J), 18.175.040(C) and 18.180.020(B)(2).
(2) Establishment of historic districts, as discussed in EMC 2.106.050.
(C) All agencies, boards and commissions of the City of Evansville are encouraged, but not required, to provide notification to registered neighborhood associations of actions and/or capital improvements projects that may affect said neighborhoods.
(D) Persons giving notice hereunder shall use the latest information on file at the Department of Metropolitan Development’s office. [Ord. G-2023-16 § 7, passed 8-30-23; Ord. 2.108.070 Initial registration deadline.
For calendar year 1998, the registration deadline, as discussed in EMC 2.108.040, shall be established by the Department of Metropolitan Development. Said deadline shall be no earlier than 30 days, and no later than 45 days, after the effective date of the ordinance codified in this chapter. [Ord. G-2009-28 § 1, passed 12-17-09; Ord.
