Chapters 2.30 through 2.45 MTC and all subsequent amendments hereto may be cited as the “departments ordinance.” [Prior code § 3-1-1]
2.30.020 Liaison appointments.
A trustee may be appointed to act as liaison with town departments. Appointment shall be made by the mayor who may also serve as liaison. Any trustee so appointed shall have no administrative authority and shall only provide an added communication link between the board of trustees and any department. 2.30.030 Department supervisors – Appointment – Responsibilities.
A. Department supervisors shall be appointed by the mayor with the consent of the board of trustees.
B. Department supervisors shall:
1. Supervise the day to day operations of their department;
2. Cooperate with and assist the town clerk-treasurer in the execution of her/his duties as the municipal financial officer;
3. Provide such departmental information to the board of trustees as may be requested from time to time;
4. Keep an inventory of all property, equipment, etc., of the department and a record indicating dates acquired, transferred, lost, stolen, or sold;
5. Prepare and provide the town clerk-treasurer with a job description and alterations thereof for every job position in the department;
6. Provide all department personnel with a copy of their job description and written notice of any change thereto; and
7. Perform other duties and responsibilities as may be authorized or delegated by the board of trustees. [Prior code § 3-1-3]
2.30.040 Department personnel.
Personnel allowed to each department shall be determined by budget allocations. [Prior code § 3-1-4]
2.30.050 Department provisions – Personnel policies.
A. All departments shall be under the direction and supervision of the mayor. They shall be administered by department supervisors appointed by the mayor with the advice and consent of the board of trustees.
B. Personnel Policies. The board of trustees shall maintain by resolution personnel policies which shall include, at a minimum, reasonable provisions establishing:
1. A policy for the hiring, promotion, discharge and general regulation of municipal employees is established.
2. Equitable treatment.
3. Equal employment opportunity.
4. A pay and benefit plan for all town positions.
5. Procedures for the hearing and disposition of grievances.
6. Other practices and procedures necessary to the administration of the town personnel policies. [Ord. 2004-04 § 7; Ord. 92-03 §§ 2 – 9; prior code § 3-1-5]
