VISION KEEPERS COMMITTEE

2.28.040 Duties and responsibilities.
2.28.010 Establishment.
There is established a vision keepers committee of the city. The purpose of this committee is to act as an advisory body to the city council and coordinate the implementation and modifications to the Cottage Grove vision and action plan. (Ord. 2971 §2(Exh. A)(part), 2008)
2.28.020 Membership.
A. The vision keepers committee shall consist of no more than fifteen members appointed by the city council to hold office for a term of two years. The terms of members of the committee shall overlap, with approximately half of the members’ terms expiring each year. Appointments by the city council upon creating the vision keepers will designate one- and two-year terms for the initial appointment.
1. Two members shall be appointed to serve on the committee from the city council.
2. Four members shall be appointed from the Cottage Grove community at large.
3. Remaining members shall be appointed to represent lead partners, as identified in the approved vision and action plan, who have agreed to implement two or more action items.
B. The members shall serve at the pleasure of the council.
C. If a vacancy occurs, the council shall appoint new members for the unexpired term.
D. No compensation shall be paid or allowed any member of the committee. (Ord. 2971 §2(Exh. A)(part), 2008)
2.28.030 Officers.
At the first meeting each calendar year, the committee shall elect from its members a chair and vice-chair. (Ord. 2971 §2(Exh. A)(part), 2008)
2.28.040 Duties and responsibilities.
The committee shall:
A. Serve as an advisory committee to the city council regarding the community’s Cottage Grove vision and action plan and make recommendations regarding the development and improvement of the action plan to the city council and lead partners.
B. Meet at least quarterly.
C. Maintain two-way communication with lead partners and community to track and encourage action plan implementation.
D. Create an annual progress report to the community, publicized through an open house (vision fair) or other public outreach method.
E. Develop annual awards to recognize an individual and an organization for exceptional service toward promoting achievement of the Cottage Grove vision and action plan.
F. Recommend changes and updates for the vision and action plan to the city council for approval pursuant to Section 2.28.050, Action plan updates.
G. Assist lead partners in coordinating implementation of action items. (Ord. 2971 §2(Exh. A)(part), 2008)
2.28.050 Action plan updates.
The vision keepers committee shall review and process vision and action plan revision as needed. Proposals to amend or add an action may originate with community members, businesses, organizations or lead partners. Updates or revisions to the vision and action plan shall meet one of the following classifications:
A. Minor revisions made annually as recommended by the vision keepers.
B. New or revised actions made annually as recommended by the vision keepers with input from the community.
C. New or revised strategies made every five years after a public outreach and involvement process.
The vision keepers shall establish specific procedures to address the different levels of revisions or additions to the vision and action plan listed above. All action or strategy revisions or additions shall be presented to the city council for approval. (Ord. 2971 §2(Exh. A)(part), 2008)
