18.36.005 Regulations designated.
In a P-R zone, the following regulations shall apply. (Ord. 280 § 8 (Exh. H), 2015; Ord. 18 § 3.060, 2003)
18.36.010 Uses permitted outright.
In a P-R zone, the following uses are permitted outright:
(1) Farm use, as defined in ORS 215.203.
(2) Public reserve areas of natural, historical or geological significance.
(3) Public wildlife reserve or management area.
(4) Single-family dwelling, including a manufactured dwelling in compliance with CCC 18.132.010, located within Juniper Hills, Jasper Knolls or Bottero Park subdivisions, and Indian Rock planned unit development.
(5) Minor betterments and general improvements of existing park or recreational facilities.
(6) Maintenance and repair of reservoir facilities.
(7) Residential homes.
(8) Noncommercial wind energy systems and meteorological towers that meet the requirements of CCC 18.162.010.

18.36.020 Conditional uses permitted.
In a P-R zone, the following uses and their accessory uses are permitted when authorized in accordance with Chapter 18.160 CCC:
(1) Private parks, playgrounds, and hunting and fishing preserves.
(2) Parks, playgrounds or community centers owned and operated by a governmental agency or a nonprofit community organization.
(3) Utility facilities necessary for public service.
(4) Public or private golf courses.
(5) Boat launching facilities.
(6) Public or private riding stable.
(7) Public group camping facility.
(8) Hiking, biking or nature trail.
(9) Single-family dwelling or vacation cabin subject to CCC 18.36.060, including a mobile home subject to CCC 18.132.010.
(10) Noncommercial wind energy systems and meteorological towers that do not meet the requirements of CCC 18.162.010 are subject to any additional standards of the zone and Chapter 18.160 CCC.

18.36.030 Dimensional standards.
In a P-R zone, the following dimensional standards shall apply: The minimum lot size shall be as determined by the county health officer to be necessary for the protection of public health and natural resources. (Ord. 280 § 8 (Exh. H), 2015; Ord. 18 § 3.060(3), 2003)
18.36.040 Setbacks.
In a P-R zone, the following setback requirements shall apply:
(1) There shall be a setback of a minimum of 60 feet from an arterial or collector street or road right-of-way; and a 20-foot setback from a street within a duly platted and recorded subdivision.
(2) The setback from the high-water mark of a perennial stream or lake shall be a minimum of 200 feet and 100 feet from the high-water mark from an intermittent stream channel.
(3) Each side setback shall be a minimum of 15 feet, except on a corner lot it shall be 30 feet on the street side.
(4) The rear setback shall be 30 feet. (Ord. 280 § 8 (Exh. H), 2015; Ord. 18 § 3.060(4), 2003)
18.36.050 Limitations on conditional uses.
In addition to the standards and conditions that may be attached to the approval of a conditional use as provided by Chapter 18.160 CCC, the following limitations shall apply to a conditional use in a P-R zone:
(1) The applicant shall demonstrate that a location in close proximity to the recreation resource to be served is essential to the public interest and to the full development of the resource.
(2) The planning commission may require establishment and maintenance of fire breaks, the use of fire-resistant materials in construction and landscaping, or may attach other similar conditions or limitations that will serve to reduce fire hazards or prevent the spread of fire to surrounding areas.
(3) The planning commission may limit changes in the natural grade of land, or the alteration, removal or destruction of natural vegetation in order to prevent or minimize erosion, pollution or degradation of the natural attractiveness of the area.
(4) The proposed use shall not exceed the carrying capacity of the area or be detrimental to the natural features or resources of the area.
(5) The proposed use shall be in compliance with the county’s comprehensive plan and the overall development and management plan for the area.
(6) The planning commission shall find that the use will not force a significant change in farm practices on surrounding lands devoted to farm use and that the use will not significantly increase the cost of accepted farm practices on surrounding lands devoted to farm use. 18.36.060 Limitations on residential uses.
The county may approve a dwelling authorized under CCC 18.36.020 in the P-R zone upon a finding that the proposed dwelling:
(1) Is compatible with farm uses described in ORS 215.203(2) and is consistent with the intent and purposes set forth in ORS 215.243;
(2) Does not interfere seriously with accepted farming practices, as defined in ORS 215.203(2)(C), on adjacent lands devoted to farm use;
(3) Does not materially alter the stability of the overall land use pattern of the area;
(4) Is situated upon generally unsuitable land for the production of farm crops and livestock, considering the terrain, adverse soil and land conditions, drainage and flooding, vegetation, location and size of the tract; and
(5) Complies with such other conditions as the county considers necessary. (Ord. 280 § 8 (Exh. H), 2015; Ord. 18 § 3.060(6), 2003)
18.36.070 Wildlife policy applicability.
The residential density limitations and the lot and parcel size limitations found in Wildlife Policy 2 of the Crook County comprehensive plan do not apply to any nonresource zones. (Ord. 280 § 8 (Exh. H), 2015; Ord. 236 § 1 (Exh. A), 2010)
