The community engagement committee is created within the city of Fairview to encourage greater opportunities for and recognition of arts and community events in Fairview and to stimulate private and public initiatives and financial support for programs and activities in the arts and community events. 2.17.020 Definitions.
As used in this chapter:
A. “Arts” includes, but is not limited to, on-site art such as sculpture, paintings, murals, earthworks, tapestry and fiber arts, crafts, photography, and graphics; performance arts such as dance, music, and drama; educational arts such as lectures and public presentations, “artist in residence” programs; literary arts such as creative writing, storytelling, and poetry; and media arts such as film, video, and audio recording; and the history, theory, criticism, and practice of each of these arts.
B. “Arts professional” means a person trained and practicing as a visual or performing artist, an arts critic, an arts educator, an arts administrator, or a curator.
C. “Committee” means the community engagement committee.
D. “Community events” includes, but is not limited to, events such as fairs and festivals, celebrations, parades, neighborhood picnics, athletic activities, and other events of general interest to the community. (Ord. 2-2018 § 1 (Exh. A); Ord. 5-2010 § 1 (Exh. 1))
2.17.030 Membership.
A. The committee shall consist of seven citizen members with an additional nonvoting member from the city council who serves as a liaison. The city council shall appoint the committee members, who shall receive no compensation for their services. The seven citizen members shall be appointed for three-year terms or until their successors are appointed; however, of the initial seven citizen members who are appointed, two shall be appointed for one-year terms, two shall be appointed for two-year terms, and three shall be appointed for three-year terms.
B. Whenever possible, persons will be appointed who have demonstrated interest, experience, and expertise in this area, and it is preferred that two members have arts professional backgrounds.
C. Each committee member serves at the pleasure of the city council and may be removed before the end of the committee member’s term.
D. The city council shall fill any vacancy on the committee for the unexpired term of the member creating the vacancy. (Ord. 2-2018 § 1 (Exh. A); Ord. 2-2014 § 1 (Att. 1))
2.17.040 Officers.
A. At its first meeting, the committee shall elect a chair and a vice-chair who shall hold office for one year, except that the first chair and vice-chair shall serve until the end of the calendar year. At the first meeting of each calendar year, the chair or vice-chair from the previous year shall preside over the elections for chair and vice-chair.
B. When the chair is absent, the vice-chair shall assume the responsibilities of the chair as chair pro tem. If the office of chair becomes vacant, the vice-chair shall become the chair and shall call an election to fill the remaining term of the vice-chair. (Ord. 2-2018 § 1 (Exh. 2.17.050 Meetings and quorum.
A majority of the committee shall constitute a quorum. Not less than a quorum of the committee may transact any business or conduct. The committee may adopt and amend rules and regulations to govern policy and procedures to implement this chapter. The committee shall convene when necessary to discharge its duties but not less than six times in a calendar year. The committee shall establish regular meeting dates and meeting locations at the first meeting in January of each year. All meetings are open to the public and shall be subject to the requirements of Oregon Public Meetings Law (ORS 192.610 through 192.690). (Ord. 2-2018 § 1 (Exh. A); Ord. 5-2010 § 1 (Exh. 1))
2.17.060 Powers and duties.
In addition to those powers specially granted by resolution of the city council from time to time, the committee shall:
A. Ensure that arts and community events continue to be of value as an integral part of the quality of life within Fairview;
B. Encourage opportunities for recognition of arts and community events within Fairview;
C. Provide coordination and communication among groups and individuals engaged in arts and community event activities within Fairview;
D. Identify funding sources and help to secure such funding as necessary to promote arts and community events within Fairview;
E. Provide assistance to activities and organizations in the community that provide arts programs and community events;
F. Encourage, sponsor, co-sponsor or conduct public programs to further the development and public awareness of the arts and community events; and
G. Work cooperatively with other community groups including, but not restricted to, the Fairview parks and recreation advisory committee, Fairview community and arts council, West Columbia Gorge Chamber of Commerce, Reynolds school district and other groups already existing, or that may hereafter be established, to promote the arts and community events within Fairview. 2.17.070 Expenditure of funds.
The committee shall obtain approval of the city manager or designee before expending or obligating funds on behalf of the city. (Ord. 8-2021 § 1; Ord. 2-2018 § 1 (Exh. A); Ord. 5-2010 § 1 (Exh. 1))
2.17.080 Report to city council.
No later than the first of February of each year, the committee shall file its annual report with the city council. The annual report shall include a survey and report of the committee’s activities during the preceding year and other matters and recommendations the committee deems appropriate for the city council.
