9.25.010 Numbering system established.
There is established a numbering system for all houses, stores, and buildings, except sheds and outbuildings, erected or hereafter to be erected within the city limits of the city of Halsey, and the owners of the buildings are required to number the same in the manner provided in this chapter. 9.25.020 Base lines.
The base line for starting the numbering system is State Highway 228 (Halsey-Sweet Home Highway) for all streets running north and south, and the base line is the Southern Pacific Company railway line for all streets running east and west. [Ord. 273 § 2, 1985.]
9.25.030 Numbering.
Commencing with the number one, and extending north and south from State Highway 228, and extending east and west from the Southern Pacific railway line, a number shall be assigned to each house or building located in the city of Halsey, with one number for each four feet of frontage on each street. The numbers shall run consecutively, with a new hundred commencing at each succeeding intersection of a block or at the place where an intersection would exist if streets were continued and constructed there. The even numbers shall be assigned on the north side of the streets running east and west and on the east side of the streets running north and south, and the odd numbers on the opposite sides. However, where short streets one block in length intersect on only one side of another street, such short street shall be disregarded in the assigning of numbers on the intersected street and the numbers shall run consecutively to the next regularly intersecting street. A map of the city of Halsey and the numbering system entitled “Official Building Numbering Map of the City of Halsey, Oregon,” shall be on file in the office of the city recorder and shall be available for the use of any property owner for the purpose of ascertaining the proper number to be assigned to the owner’s property. 9.25.040 Authority.
In case of doubt, or where a question arises as to the proper number to be assigned to any lot, house or building, the city recorder shall decide the question and assign a number for the same. [Ord. 273 § 4, 1985.]
9.25.050 Specifications.
House numbers shall be placed on the door or door frame of the main entrance to a house or building, or as near as practicable, and shall be placed at a height so as to be readily conspicuous from the street the structure faces. The numbers shall be at least three inches high and of material and color that will be clearly visible from the street. [Ord. 273 § 5, 1985.]
9.25.060 Responsibility for numbering.
Numbers in accordance with the provisions of this chapter and the official map on file in the office of the city recorder shall be placed on each building subject to the provisions of this chapter by and at the expense of the property owners. Each building hereafter erected within the city shall have a number assigned and affixed to it within 30 days after the date of completion of the building. Failure to do so constitutes a violation of the terms of this chapter. [Ord. 273 § 6, 1985.]
9.25.070 Penalty.
Any owner of a building within the city of Halsey, or other person having the control thereof, who does not comply with the terms of this chapter, or any person who removes, alters or defaces a number that has been assigned and affixed, or any person who attaches and displays an improper number or one different from that which this chapter provides for, is subject to a fine of not more than $500.00. Each day that a violation of a provision of this chapter continues is a separate violation. [Ord. 273 § 7, 1985.]
9.25.080 Additional penalties.
In addition to the penalties prescribed in HMC 9.25.070, the city may, upon the refusal or neglect of the owner or person having custody of a building, obtain and affix a number thereto, and cause the number of the building to be procured and placed on it as provided for by this chapter. The cost, including a reasonable labor charge for the attaching of the numbers and the costs and expenses of perfecting the lien, shall constitute a lien upon the property and may be assessed and collected in the same manner as other liens assessed by the city.
