2.25.010 Police Department – Police Chief.
The Police Department is hereby created, which Department shall be under the direction of the Chief of Police, subject to his supervision by the City Manager, and shall consist of such employees as may be appointed or assigned to duties within such Department. (Ord. 678, § 8. Code 1983 § 11.310.)
2.25.020 Duties and powers of Police Chief.
The Chief of Police shall organize and maintain the Department in such form as the operations may in his judgment require, and shall be responsible, subject to the supervision of the City Manager, for the supervision and control of said Department for the performance of the functions herein assigned to the Department. The Chief of Police shall, in the lawful exercise of his duties, and subject to the provisions of the City Charter, have all the powers that are now or hereafter may be vested upon peace officers and sheriffs generally by the laws of the State of Oregon, and shall be entitled to the same protection. 2.25.030 Rules and regulations of Police Department.
The Chief of Police shall, after conference with the City Manager, promulgate such rules and regulations for the operation of the Department as may be required, to effect the effective administration and discipline of the members and the officers of the Department, including rules and regulations for the training and qualification of officers. The Chief of Police shall assign the duties of the officers of the Department and provide for the enforcement of all Departmental regulations. (Ord. 678, § 10. Code 1983 § 11.320.)
2.25.040 Training of police officers.
The Chief of Police shall further, in consultation with the City Manager, draft and prepare a schedule of training for all officers of the Department, and such training program shall periodically be submitted to and reviewed by the City Council. (Ord. 678, § 11. Code 1983 § 11.330.)
2.25.050 Appointments of special officers.
The Chief of Police may, with the approval of the City Council, appoint as officers of the Department certain officers with authority and duties limited to certain functions and operations of the Police Department. (Ord. 678, § 12. Code 1983 § 11.340.)
2.25.060 Functions of Police Department.
The functions of the Police Department are the maintenance of law and order within the City, the enforcement within the City of all laws of the United States and the State of Oregon and ordinances of the City, except when such enforcement is by such law, ordinance, or Charter of the City made the responsibility of another officer or Department, or when such enforcement is the exclusive responsibility of a State or Federal agency or officer; the care, custody and control of prisoners, subject to such agreement as may be made for the care, custody and control of prisoners within the custody of the Police Department by other agencies of local government; the operation of the City pound; the performance of such other functions as may be assigned by the City Manager or prescribed by ordinance of the Council or by applicable State law; to cooperate with the City Manager and the other officers and employees of the City in maintaining the safety of the City streets and parks; to cooperate where needed with the operations and obligations of the Fire Department and the building inspection program; to act as bailiff and constable of the Municipal Court; to abate any and all nuisances involving motor vehicles or breaches of the peace; and to perform all duties heretofore or hereinafter assigned to the pound master.
