30.01 REGULAR MEETINGS.

(A) The Council shall meet in regular session on the second and fourth Tuesdays of each month and the first Monday in January in the Council chambers at the time set by the Council. A meeting may be canceled with the concurrence of a majority of the Council, but in no event shall there be less than one meeting per month.

(B) A regular meeting shall be canceled if the regular meeting date of the Council falls on a legal holiday, as defined by Oregon law.

30.02 SPECIAL MEETINGS.

Special meetings of the Council may be called at any time on the request of two members of the Council, by the Mayor, or by the President of the Council in the Mayor’s absence, by giving notice of the meeting to the Council members and the public in a manner and for a time as circumstances may permit, but with a view to obtaining the largest possible attendance of Council members.

30.03 COUNCIL WORKSHOP.

Council workshops shall be held in accordance with state statutes whenever special circumstances require such a Council workshop, and the Council workshop shall be called by either the Mayor, City Manager, or two Council members.

30.04 OPEN MEETINGS.

All meetings, other than executive sessions, shall be open to the public.

30.05 ORDER OF BUSINESS.

The order of business at each Council meeting shall be in accordance with the agenda prepared by the City Manager.

30.06 ITEMS TO BE ACTED ON.

Only those items on the agenda shall be acted on by the Council. Matters deemed to be emergencies or of an urgent matter by the Mayor, a Council member, the City Manager or City Attorney, may be added to the agenda at the beginning of any regular or special meeting. Matters not on the agenda may be brought before the Council; however, formal action on any matters not on the agenda shall be deferred until a subsequent Council meeting.

30.07 NEW BUSINESS.

The Mayor or a Council member may bring before the Council any new business under the "other matters" portion of the agenda. These matters need not be specifically listed on the agenda, but formal action on the matters shall be deferred until a subsequent Council meeting unless deemed urgent.

30.08 READING OF MINUTES.

(A) Minutes of any Council meeting shall be provided by sound, video or digital recording, or written minutes. In the case of written minutes, unless the reading of the minutes of a previous Council meeting is requested by a majority of the Council, the minutes may be approved without reading if copies had been previously furnished to each of the Council members.

(B) If minute meetings are recorded by sound, video, or digital recording a written summary of topics on the recording, members of the governing body present at the meeting, and the results of all votes and the vote of each member by name (hereinafter "brief") shall be provided to each Council member. Unless the reading of the brief of a previous Council meeting is requested by a majority of the Council, the brief may be approved without reading if copies had been previously furnished to each of the Council members.

30.09 COMMITTEES.

Committees shall be approved by the Council as needed.

30.10 PUBLIC MEMBERS ADDRESSING COUNCIL.

(A) Any public member desiring to address the Council, after being recognized by the presiding officer, shall be allowed to do so during designated times by Council.

(B) When recognized by the presiding officer, those wishing to address the Council shall come to the designated area and state their name and address in an audible tone, unless an exception applies to accommodate persons with disabilities. Persons shall limit their remarks to three minutes unless the Council decides prior to the designated time to allocate more or less time, or an exception is made for persons with disabilities. Remarks shall be limited to address the Council on matters related to city government and properly the object of Council consideration. In the event of a public hearing, remarks shall be limited to testimony involving the object of the public hearing. All remarks and questions shall be addressed to the presiding officer and not to any individual Council member, staff member or other person.

(C) No person, other than the Council and the person having the floor, shall be permitted to enter any discussion, either directly or through a member of the Council, without the permission of the presiding officer. No public member will be allowed to speak more than once during the designated time.

30.11 VOTING.

Every member shall vote when a question is taken, unless the Council excuses the member for a special reason; but no member shall be permitted to vote on any subject in which he/she has a direct pecuniary interest. Two members may demand the vote of either aye or no on any question. If not otherwise controlled by Charter provision, the concurrence of a majority of the members of the Council present at a Council meeting shall be necessary to decide any question before Council.

30.12 RESOLUTIONS.

Each resolution shall be read only once before being voted on, and that reading may be by title only unless any member of the Council requests the resolution be read in full. A resolution is effective immediately upon passage.

30.13 ROBERT’S RULES OF ORDER.

Robert’s Rules of Order Revised shall be used as the guideline for conduct of Council meetings, except in those cases where specific provisions contrary to Robert’s Rules are provided in this chapter.

30.14 ADJOURNMENT.

Any meeting may be adjourned to a time, place and date certain, but not beyond the next regular meeting.
