TIMBER FUND

3.10.010 Created.

A special fund is hereby created to be called the “timber fund”. (Ord. 939 § 1, 1992)

3.10.020 Source of revenues.

All revenues generated as a result of the city’s ownership of the property known as the watershed, with the exception of those revenues created through the sale of water, shall be placed into the timber fund. (Ord. 939 § 2, 1992)

3.10.030 Transfer of appropriations.

It shall be unlawful to transfer appropriations from the timber fund to any other fund except when such transfer has been budgeted in accordance with local budget law. In no case shall transfers occur to or from the timber fund after the budget is approved unless included in said budget. Nothing contained within this chapter shall prevent or limit transfers to other funds, expenditures or encumbrances when such are budgeted in accordance with local budget law and for the purposes of RMC 3.10.040. 3.10.040 Expenditures allowed.

Expenditures or the encumbering of timber fund monies shall be for the following purposes:

A. To maintain the biological environment of the watershed such that both the quality and quantity of the water supply does not degrade through natural occurrences when such occurrences can be reasonably controlled through the expenditure of funds.

B. To construct, maintain or repair access to the watershed such that in the event of a fire or fires in the watershed adequate roads are provided to assist in the mitigation of environmental damage and loss control.

C. To construct, maintain or repair adequate controls to prevent introduction of hazards to the watershed.

D. To provide for the efficient and continued harvest of timber from the watershed.

E. To provide for such obligations as are necessary, through the use of the watershed, to generate revenue when such obligations do not significantly impact the quality or quantity of the city’s water supply derived from the watershed.

F. To provide for the administrative, personnel and equipment requirements necessary to accomplish the purposes of subsections A through E of this section. (Ord. 939 § 4, 1992)

3.10.050 Excess revenues.

Revenues received in excess of the authorized expenditures of RMC 3.10.040 shall be transferred to the water fund through the budget process in accordance with local budget law and as authorized by resolution of the city council. (Ord. 939 § 5, 1992)
