3.05.010 Compliance with state fiscal laws.
The City and its officers and employees shall comply in all respects with the current version of the Uniform Fiscal Procedures Act for Utah Cities, the Uniform Accounting Manual for Utah Cities, and other applicable provisions of the Utah Code as amended. (Ord. 2015-04 § 1, 2015.)
3.05.020 Duties of City Recorder.
The City Recorder shall perform all financial duties required by the current version of the Uniform Fiscal Procedures Act for Utah Cities and other applicable provisions of the Utah Code as amended, including, but not limited to, countersigning all contracts, maintaining the financial records of the City, reporting on the City’s finances to the City Council, preauditing all claims for payment, and preparing checks for signature. 3.05.030 Duties of City Treasurer.
The City Treasurer shall perform all financial duties required by the current version of the Uniform Fiscal Procedures Act for Utah Cities and other applicable provisions of the Utah Code as amended, including, but not limited to, receiving and maintaining all public funds and money payable to the City, determining the cash requirements of the City and providing for the investment of the same, keeping an accurate and detailed accounting of all money received, and signing all checks prepared for payment of City funds. 3.05.040 Signing of checks.
All checks shall be signed by two people, who shall be the City Treasurer and the Mayor. In extenuating circumstances, the City Treasurer or Mayor may designate another elected or appointed City official to sign a check in his or her absence, provided all other required fiscal procedures are observed.
