2.20.010 Appointment – General duties.

The mayor, in accordance with the provisions of this code and state law, shall appoint a person to act in the capacity of city recorder. The city recorder shall be the chief accounting and record keeping officer of the city and shall perform all duties which are required by the city ordinance, by direction of the city council or mayor, or by state law. 2.20.020 Clerk of city council.

The city recorder shall be the clerk of the city council. The recorder or deputy recorder shall attend all meetings of the council and shall keep a record of the proceedings of the council. (Section 10-6-137, Utah Code Annotated 1953) [Code 1988 § 2-4-2].

2.20.030 Attest and record ordinances.

The city recorder shall attest, affix the city seal and accurately record all ordinances and resolutions passed by the city council in a book kept for that purpose and shall certify to the publication of all ordinances and retain the affidavits of publication. 2.20.040 Appointment and election records.

The city recorder shall keep, in a book provided for that purpose, the names of persons elected or appointed to any office, commission, board, or committee within the city, together with the dates upon which they entered upon the duties of their respective offices or positions and the dates of their resignation or removal therefrom. 2.20.050 Countersign contracts.

The city recorder shall countersign all contracts made on behalf of the city, and every contract made on behalf of the city or to which the city is a party shall be void unless signed by the recorder. He shall maintain a record of all contracts, properly indexed, which records shall be open to inspection by all interested persons. (Section 10-6-138, Utah Code Annotated 1953) [Code 1988 § 2-4-5].

2.20.060 Accounts and payments on claims.

The city recorder shall maintain or cause to be maintained the general books for each fund of the city and all subsidiary and detailed records relating thereto, including a list of the outstanding bonds, their purpose, amount, terms, date, and place payable. He shall keep accounts with all receiving and disbursing officers of the city, shall pre-audit all claims and demands against the city before they are allowed by the city council and shall prepare the necessary checks in payment thereof to be drawn on the appropriate accounts of the city. He shall certify on the voucher copy of said check or other supporting record that:

A. The claim has been pre-audited and found it to be true and correct;

B. The claim has been approved in one of the following ways:

1. Purchase order directly approved by the mayor;

2. Claim directly approved by the council;

3. Claim directly approved by the financial officer;

C. The claim is within the lawful debt limit of the city; and

D. The claim does not over-expend the appropriate departmental budget established by the city council. (Section 10-6-139, Utah Code Annotated 1953) [Code 1988 § 2-4-6].
