SYRACUSE YOUTH COMMISSION

3.60.010 Purpose.
The City may establish a Syracuse Youth Commission, whose mission is to provide service to the community and offer job training and leadership experience to students. [Ord. 20-12 § 2 (Exh. A).]
3.60.020 Eligibility.
Syracuse residents aged 16 to 18 and in their junior and senior years of high school are eligible to participate in the Syracuse Youth Commission. Youth on nontraditional or home school education paths are equally eligible. [Ord. 20-12 § 2 (Exh. A).]
3.60.030 Organization.
(A) The Syracuse Youth Commission shall consist of:
(1) Youth City Council;
(2) Youth Taskforce;
(3) Intern pool; and
(4) Mentors.
(B) The City Council shall assign a liaison to the Youth City Council. [Ord. 20-12 § 2 (Exh. A).]
3.60.040 Youth City Council.
(A) Students in grades nine through 12 are eligible to serve as members of the Youth City Council.
(B) There shall be a minimum of two Youth Council advisors and no limit on the number of Youth Council members; however, if membership of the Youth Council exceeds 20, there shall be an additional advisor appointed for every 10 additional members of the Youth Council.
(C) Students with a grade point average (GPA) of 2.0 or above and no current “U” citizenship marks are eligible for appointment to the Youth Council.
(D) Members shall be appointed to the Youth Council in May and their term shall run until the conclusion of the following school year.
(E) The Youth City Council shall write or amend bylaws that govern the Youth City Council and Youth Commission.
(F) The Youth City Council shall participate in the following activities:
(1) Attend one business session and one work session of the City Council.
(2) Assist in planning and helping with five to six public events in the City.
(3) Hold periodic meetings to plan and coordinate activities. [Ord. 22-18 § 1 (Exh. A); Ord. 20-12 § 2 (Exh. A).]
3.60.050 Youth Taskforce.
(A) Seniors who are not elected to the Youth City Council shall serve on a Youth Taskforce in conjunction with North Davis Communities that Care.
(B) The Youth Taskforce shall be led by a Chair and Co-Chair.
(C) The Youth Taskforce is responsible for social engagement, senior graduation support and supporting policies adopted by the Youth City Council. [Ord. 20-12 § 2 (Exh. A).]
3.60.060 Intern pool.
(A) Junior members of the Youth Commission shall serve in the intern pool in various, unpaid assignments.
(B) The intern pool will provide on-the-job experience for participants and will allow them to interact with various City officials and boards. [Ord. 20-12 § 2 (Exh. A).]
3.60.070 Mentors.
(A) Mentors shall be appointed by the Syracuse Mayor, with advice and consent of the Syracuse Council to serve four-year terms. In order to provide for staggered terms, initial appointees may be appointed to two-year terms. Vacant terms shall be filled by a replacement for the remainder of that term, in order to retain staggering.
(B) Prior to being considered by the Council, the mentors shall undergo and pass a criminal background check. [Ord. 20-12 § 2 (Exh. A).]
3.60.080 Scholarship.
Subject to budgetary allocation by the Syracuse City Council, a competitive, annual scholarship may be made available to senior members of the Youth Commission, for post-graduation educational opportunities. [Ord. 20-12 § 2 (Exh. A).]
