2.04.020 Benefits.

The following benefits are established for each county commissioner:

A.    County pays share of medical insurance;

B.    County pays share of state Department of Retirement System;

C.    County pays cost of term life insurance on the same basis as that established for other qualifying employees of the county. (Res. R-63-02 (part); Res. R-28-91)

2.04.030 Meetings—Posting of notices.

Proceedings of commissioner meetings shall be posted on the county website. (Res. R-63-02 (part): Res. 39-79)

2.04.040 Clerk of board—Duties.

The duties of the clerk of the board shall include those in the job description adopted under Resolution No. R-35-94, codified in Chapter 2.104. (Res. R-36-94A: Res. 130-81)

2.04.050 Meetings—Rules of order.

“Robert’s Rules of Order Revised” shall govern, except as they may be in conflict with the following specific rules:

A.    Motion to be Stated by Chair—Withdrawal. When a motion is made and seconded, it shall be stated by the chair before debate. Any member may demand that it be put in writing.

B.    Motion Out of Order. The presiding officer may at any time by a majority vote, permit a member to introduce an ordinance, resolution, or motion out of the regular order.

C.    Motion to Adjourn When Not in Order, Not Debatable. A motion to adjourn shall be in order at any time, except as follows:

1.    When made as an interruption of a member while speaking;

2.    When the previous question has been ordered;

3.    While a vote is being taken. A motion to adjourn is debatable only as to the time to which the meeting is adjourned.

D.    Amend to Strike Out and Insert. On an amendment to “strike out and insert,” the paragraph to be amended shall first be read as it stands, then the words proposed to be stricken out and those to be inserted shall be read, and finally the paragraph as it would stand if so amended shall be read.

E.    Reconsideration. After the decision on any question any member who voted with the majority may move a reconsideration of any action at the same or the next succeeding meeting; provided, however, that a resolution authorizing or relating to any contract may be reconsidered at any time before the final execution thereof. After a motion for reconsideration has once been acted on, no other motion for a reconsideration thereof shall be made without unanimous consent. (Res. R-113-93)

2.04.060 Consent agenda.

The agenda for the board of Adams County commissioners shall, effective January 1, 1999, and henceforth thereafter unless otherwise established, reflect a “consent agenda”; and elected officials, department heads, and staff shall be notified of this change and will be required to adhere to the deadline established for submitting all agenda items unless an emergency dictates special consideration. 2.04.070 Meetings—Schedule.

A.    A regular meeting every Tuesday of each month at the Adams County Courthouse, 210 W. Broadway, Ritzville, beginning at nine a.m. until adjournment.

B.    A regular meeting every Wednesday of each month at the Adams County Courthouse; 210 W. Broadway, Ritzville, beginning at nine a.m. until adjournment; with the following exceptions:

C.    A regular meeting on the following Wednesdays at the County Services Building, 425 E. Main Street, Othello, pursuant to RCW 36.32.080(3):

1.    Wednesday, March 27, 2024, beginning at nine a.m. until adjournment;

2.    Wednesday, June 26, 2024, beginning at nine a.m. until adjournment;

3.    Wednesday, August 28, 2024, beginning at nine a.m. until adjournment;

4.    Wednesday, December 11, 2024, beginning at nine a.m. until adjournment.

D.    No meetings are scheduled on the following dates: January 30, 2024; January 31, 2024; April 30, 2024; May 1, 2024; July 30, 2024; July 31, 2024; October 29, 2024; October 30, 2024; and December 31, 2024. (Res. R-50-23; Res. R-39-22)
