10.36.010 Designation and posting of restricted parking zones.
Restricted parking zones established pursuant to this chapter shall be posted with parking signs specifying the applicable parking restriction, as well as the time of day, and days of the week of such restrictions. Parking sign design and placement shall conform to urban parking signs and placement per the Manual on Uniform Traffic Control Devices.
No person shall park a vehicle in violation of posted or marked restrictions, or without a city-issued permit or other authorization where and when such permit or authorization is required. (Ord. 1575 § 1, 2017; Ord. 1193 § 1, 2006).
10.36.015 Prohibited parking zones.
Parking shall be prohibited:
A. On both the east and west sides of 186th Ave. E. between 90th St. E. and 88th St. E.
B. In the triangular area north of 96th St. E., east of 198th Ave. Pl. E., and west of 198th Ave. E.
C. On both the east and west sides of Sky Island Dr. E. between 97th St. E. and 104th St. E.
D. On the south side of Bonney Lake Blvd. E. between West Tapps Hwy. E. and 192nd Ave. E.
E. On the east side of West Tapps Hwy. E. between 67th St. E. and 76th St. Ct. E.
F. On both sides of West Tapps Hwy. E. between 76th St. Ct. E. and Church Lake Rd. E.
G. On both sides of 76th St. Ct. E. between West Tapps Hwy. E. and 202nd Ave. E.

10.36.020 Restricted parking zones.
Parking without a city-issued permit is prohibited in the following zones:
A. Bonney Lake High School.
1. Both sides of 200th Ave. Ct. from South Prairie Road to 104th St. E.
2. Both sides of 201st Ave. E.
3. Both sides of 201st Ave. Ct. E.
4. Both sides of 201st Ave. Pl.
5. Both sides of 199th Ave. E.
6. Both sides of 199th Ave. Ct. E.
7. Both sides of 198th Ave. E., north of 104th St. E.
8. Both sides of 99th St. Ct. E.
9. Both sides of 100th St. E.
10. Both sides of 100th St. Ct. E.
11. Both sides of 101st St. E.
12. Both sides of 102nd St. E.
13. Both sides of 103rd St. E.
14. Both sides of l04th St. E., west of 198th Ave. E.

10.36.025 Restricted parking in city parking lots.
A. Justice and Municipal Center and Bonney Lake Library. Parking in the parking lot jointly serving the justice and municipal center (JMC) and Bonney Lake Library (library) shall be reserved for use by employees and visitors of the JMC and the library during business hours of each facility. Overnight parking shall be prohibited. Parking outside of or across an official line or mark designating a parking space shall be prohibited.
B. Boat, Vessel, Boat Trailer, or Vessel Trailer Parking. No boat, vessel, boat trailer, or vessel trailer shall be parked in any city parking lot where there are signs posted as “no boat or boat trailer parking.”
C. Vehicle Parking. No vehicle, other than a vehicle with a boat trailer in tow, shall be parked in any city parking lot where there are signs posted as “boat or boat trailer parking only.” (Ord. 1703 § 3, 2023; Ord. 1670 § 1, 2022; Ord. 1575 § 1, 2017; Ord. 1506 § 1, 2015).
10.36.030 Permits.
A. The city is authorized to develop reasonable criteria, including but not limited to residency in the immediate area, for authorizing certain persons to park vehicles in a restricted parking zone as established in BLMC 10.36.020. The city shall require persons applying for permits to show proof of residency annually. For any restricted parking zone, the city shall issue permits, decals or other means of identification, maintain lists of vehicles owned or used by residents, or adopt any other reasonable means of distinguishing vehicles that are authorized to park in restricted zones.
B. The city administrator or designee is authorized to permit parking in prohibited and/or restricted parking zones and/or lots for special events. (Ord. 1703 § 4, 2023; Ord. 1575 § 1, 2017; Ord. 1193 § 1, 2006).
10.36.040 Permits not transferable – Penalty.
No person shall transfer or authorize the use of any city-issued permit authorizing a vehicle to park in any restricted parking zone. Any city-issued permit may be revoked, and not renewed for a period of one year, for violation of this section. (Ord. 1575 § 1, 2017; Ord. 1193 § 1, 2006).
10.36.050 Violation – Penalty.
A. Violations of this chapter are subject to citation and/or impoundment by a law enforcement officer or public official having jurisdiction over the property upon which the vehicle is located.
B. Towing, impoundment, and redemption procedures shall be consistent with Chapter 46.55 RCW and Chapter 10.32 BLMC.
C. The citation shall carry a fine of $250.00 plus court costs and statutory assessments, if any. Failure to respond to a notice of infraction within 30 days from the date issued or 33 days from the date the notice is mailed shall result in an additional penalty of $25.00. The infraction form issued to violators shall comply with all applicable portions of RCW 46.63.060. The hearing requirements contained in RCW 46.63.070 through 46.63.151 shall apply to violations of this chapter and are hereby incorporated by reference. 10.36.060 Appointment of parking enforcement officer.
A. Parking Enforcement Officer. The police chief shall designate one or more employees of the police department to serve as a parking enforcement officer. Said officer(s) shall be given a limited commission by the police chief and be under the supervision of the police chief or designee. This section shall not relieve or limit fully commissioned police officers of the city from performing parking enforcement duties as may be assigned.
B. Authority. The duties of the parking enforcement officer shall include patrolling assigned areas of the city to detect violations of the city’s parking regulations, to issue citations to violators of parking regulations and to authorize the towing of vehicles parked in violation of parking regulations, to appear in court to testify when so required, and to perform related work as assigned.
C. Disabled Parking Enforcement. The chief of police may appoint volunteers, with a limited commission, to issue notices of infractions pursuant to RCW 46.19.050. (Ord. 1714 § 4, 2024; Ord. 1611 § 1, 2019; Ord. 1571 § 1, 2017).
