PLANNING AGENCY

2.33.070 Designation of secretary.
2.33.010 Created—Membership.
There is established a planning agency, consisting of three members as follows:
A. The city director of public works;
B. The city clerk-finance director; and
C. The city contract planner. (Ord. 923 § 1 (part), 2019)
2.33.020 General duties.
The planning agency shall perform the following duties:
A. All duties specified to be performed by the planning agency in Chapter 35A.63 RCW, as the same now exists or may be hereafter amended, as may be provided by ordinance of the city;
B. All duties of the planning commission, or the planning agency, as set forth in any city code provisions, including Title 17 Brewster Municipal Code, Zoning, or as set forth in any other ordinance of the city;
C. All duties of the planning agency related to the preparation, adoption and amendment of the city comprehensive plan in accordance with the provisions and procedures set forth in Chapter 35A.63 RCW, as the same now exists or may be hereafter amended; and
D. The authority to review any proposed shoreline master program for the city or any amendments thereto and conduct public hearings for the purpose of obtaining public input and gathering information necessary to make recommendations to the city council for passage of, or amendment to, the city shoreline master program. 2.33.030 Rules of procedure.
The planning agency may adopt rules of procedure for the conduct of meetings and other functions delegated to the planning agency by the city council; provided, that the rules of procedure adopted are in accordance with state law and city ordinances. The rules of procedure need not be approved by the city council. (Ord. 923 § 1 (part), 2019)
2.33.040 Report to council.
In addition to its normal reporting of recommendations on specific matters, the planning agency shall report to the mayor and city council concerning its activities and recommendations at such times as may be requested by the mayor and/or city council. (Ord. 923 § 1 (part), 2019)
2.33.050 Meetings.
The planning agency shall meet on the fourth Wednesday of each month at six p.m. in the City Hall. In the event that any regular meeting date falls on a city holiday, the meeting shall be conducted on the next regular business day unless a special meeting date is set in advance. All meetings, both regular and special, shall be open to the public and shall be conducted in accordance with Chapter 42.30 RCW, State Open Public Meetings Act, as the same now exists or may be hereafter amended. 2.33.060 Quorum.
A majority of the membership of the planning agency shall constitute a quorum for the transaction of business. Unless otherwise specified by state law or city ordinance, (A) a quorum shall be required for the transaction of any business of the planning agency, and (B) in actions requiring a vote of the planning agency, a favorable vote of at least two planning agency members present and constituting a quorum shall be required for approval of all action. Any action taken at regular or special meeting of the planning agency shall be deemed and taken as an action of the planning agency. (Ord. 923 § 1 (part), 2019)
2.33.070 Designation of secretary.
The city clerk-finance director, or his or her designee, shall serve as the planning agency’s secretary. The planning agency secretary shall prepare written minutes of planning agency meetings and present the same for approval of the planning agency at the next regular meeting of the planning agency. The planning agency secretary shall present the minutes to the mayor and city council after they have been reviewed and approved by the planning agency. (Ord. 923 § 1 (part), 2019)
