No plat shall be approved by the city until each and all of the proposed streets, avenues, boulevards and highways shown thereon shall first be so improved by grading, surface and drainage in full compliance with and pursuant to a construction permit issued by the city, issued exclusively for those improvements and in anticipation of a subsequent subdivision of the site. Said improved streets, avenues, boulevards, and highways will give unobstructed access to all separate lots, tracts and subdivisions of such plat, all at the expense of the plattor in accordance with the current city of Burien standard specifications for private work on city rights-of-way and approved by the development engineer; provided, however, that in lieu of the full compliance herewith prior to the acceptance of the plat, the plattor may deposit a performance bond with the city in an amount equal to the cost estimated from current city bonding schedules as a guarantee that the plattor will, within one year from the date of acceptance of the plat, fully comply with all the requirements herein set forth to the satisfaction of the development engineer; or, in the alternative to this above required bond, the city may accept other secure methods providing for and securing to the city the actual construction and installation of such improvements within a one-year period and on the terms identical to the herein described bond.
