A. Unless another penalty is expressly provided by law, any person found to have committed an act designated as a traffic or parking violation under the provisions of this title shall be subject to the following penalties:

B. If the infraction for a traffic or parking violation is paid within fifteen business days, then the fine shall be the minimum amount set for the violation as specified in subsection (A) of this section. If the infraction is not paid within fifteen business days, then the fine shall be the maximum.
C. Any accumulation of three or more traffic or parking violations within a twenty-four-hour period shall result in an enhanced penalty of sixty dollars for each additional violation beyond two.
