The Chelan County regional justice planning council is immediately created with organization and duties as follows:
(1) The council shall have membership to include, but not limited to, the Chelan County commissioners, the county sheriff and a representative of each municipal police department within the county, the county prosecutor and a representative of the municipal prosecutors within the county, a representative of each city legislative authority within the county, a representative of the county’s superior, district and municipal courts, the county jail administrator, juvenile court administrator, county clerk, county risk manager, contract public defender, Washington State Secretary of Corrections, director of district court probation, a Hispanic community representative, a representative from the community network on family policy, and three citizens who are residents of Chelan County, one from each commissioner district and to be appointed by the elected commissioner of that district. Official designated may appoint representatives. Appendix I is attached to the ordinance codified in this section and incorporated herein by reference and lists the voting and ex-officio nonvoting members of the council.
(2) Additional council members may be appointed at the request of the majority of the council’s required membership as identified in item one above.
(3) The council shall develop a local law and justice plan for the county. The council will design the elements and scope of the plan, subject to final approval by the board of Chelan County commissioners. The general intent of the plan shall include seeking means to maximize local resources, reduce duplication of services, increase communication between segments of the law and justice community and share resources between local and state government. The plan shall also include a section on jail management.
(4) The council may propose amendments to the plan, which shall be subject to review and approval by the board of Chelan County commissioners, prior to their inclusion into the plan.
(5) The board of Chelan County commissioners may request technical assistance in developing or implementing the plan from other units or agencies of state or local government.
(6) The council may apply for financial assistance in the form of grants to further enhance the development and accomplishment of identified goals of the plan.
(7) The council shall hold meetings as deemed necessary by the chairperson(s) or a majority of the council. The council may adopt rules and regulations governing the transaction of business, which rules and regulations may address, among other matters, the voting rights of members of the council. The council shall keep public records of all actions as may be required by applicable law.
(8) The council shall annually elect in January chairperson(s) and chairperson(s)-elect from among its voting membership. The chairperson(s) shall preside over all meetings, and in the absence of such chairperson(s), the chairperson(s)-elect shall preside.
(9) The mission of the council is to maximize the efficiency and effectiveness of the law and justice organizations in Chelan County by increasing communication and coordination between segments of the law and justice community and the community at large, and make recommendations for sharing resources between all levels of government.
(10) The council in conjunction with carrying out the above mission statement, shall have the following powers and duties:
(A) To make recommendations and/or provide advice to criminal justice and political officials relative to the above mission statement;
(B) To provide such additional recommendations and/or advice to any member of the council, as such member may request;
(C) To develop a local law and justice master plan for Chelan County. The council shall design the elements and scope of the plan, subject to final approval by the board of county commissioners. The general intent of the plan shall include seeking means to maximize local resources, reduce duplication of services, and share resources between local and state government. The plan shall also include a section on jail management;
(D) To request, through the board of county commissioners, technical assistance in developing or implementing the plan, from other units or agencies of state or local government, which may include the Washington State Department of Corrections, the Office of Financial Management, the Washington Association of Sheriffs and Police Chiefs, and the Administrator for the Courts.
