8.05.010 Director—Public works department.
The director of the Chelan County public works department, as authorized by the board of commissioners, shall administer county programs and county property within the charge of the public works department. (Res. 2012-81 (Exh. A) (part), 8/21/12).
8.05.020 County engineer.
The county engineer for Chelan County is authorized to:
(1) Administer provisions of this title;
(2) Prepare and administer procedures implementing this title;
(3) Prepare and publish for public use any procedures manual or manuals covering this title;
(4) Close or restrict the use of county roads, or portions thereof, for a definite period of time as provided at RCW 47.48.010, including amendments thereto;
(5) Close or restrict the use of county roads, or portions thereof, at any time for emergencies; provided, that such county road closures shall be immediately reported to the board of commissioners;
(6) Close or restrict county roads, or portions thereof, by posting signs without prior published notice, for road conditions requiring closure for a period of up to twelve hours; provided, that such county road closures shall be immediately reported to the board of commissioners; and
(7) Perform the duties of the county engineer set forth in Chapters 36.75 and 36.80 RCW. (Res. 2012-81 (Exh. A) (part), 8/21/12).
8.05.030 Delegation of authority.
The director and the county engineer may each delegate authority, or any portion of authority, as is necessary to perform the duties of those offices. (Res. 2012-81 (Exh. A) (part), 8/21/12).
8.05.040 Authority to bind county for federal reimbursement requests.
(1) For the purposes of requesting reimbursement for federally funded transportation projects, the director/county engineer or in his absence the assistant public works director shall be delegated authority per 2 CFR 200.415(a) to legally bind Chelan County in furtherance of the intent of this section; and
(2) The person duly appointed as the director/county engineer or in his absence the assistant public works director shall be authorized to sign all grant reimbursement vouchers for grant funded transportation projects on behalf of Chelan County. (Res. 2021-80, 6/29/21).
