6.140.020 Fees payable.
(1) A fee for each building permit review shall be paid to the building official as set forth in this chapter; provided, that payment of that portion of the fee attributable to valuation of an automatic fire-extinguishing system shall be deferred until submittal of plans and issuance of a separate permit for such system.
(2) The determination of value for valuation under any of the provisions of this code shall be made by the building official. The valuation to be used in computing the permit and plan check fees shall be the total value of all construction work for which the permit is issued, as well as all finish work, painting, roofing, electrical, plumbing, heating, air conditions, elevators, fire extinguishing systems and any other permanent work or permanent equipment.
(3) When work for which a permit is required by this code is started or proceeded with prior to obtaining said permit, the fees specified in this section shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements of this code in the execution of the work nor from any other penalties prescribed therein.
(4) Plan Checking Fees. Except when the proposed construction is exempt from the requirements for a building permit, a plan is required to be submitted; a plan-checking fee shall be paid to the building official at the time of submitting plans and specifications for checking.
(5) Commercial building permits may pursue a phased approval per Section 106.3.3 of the International Building Code (IBC) and/or deferred submittals per IBC Section 106.3.4.2. A separate fee is charged for each phase or deferred submittal pursuant to Clark County Code Table 6.140.030, Building Fees.

(b) If the applicant pursues phased approval, there will be at least two (2) phases, but no more than seven (7). The seven (7) phases include: footing and foundation, concrete slab and underfloor, lowest floor elevation (flood hazard areas), framing, lath and gypsum board, fire resistant penetrations, energy efficiency and other as applicable.
(6) Residential building permits may pursue a phased approval per Section 106.3.3 of the International Residential Code (IRC). A separate fee is charged for each phase pursuant to Clark County Code Table 6.140.030‑1, Building Fees. If the applicant pursues phased approval, there will be at least two (2) phases, but no more than five (5). The five (5) phases include: foundation; plumbing, mechanical, gas and electrical systems; floodplain; frame and masonry, and other as applicable (may include fire resistance).
