12.20A.020 Application.
This chapter shall apply to all franchises and permits issued pursuant to RCW 80.32.010, 80.36.040 and Chapter 36.55 RCW to all public and private utilities, and to all installation, replacement, adjustment, relocation or maintenance of overhead and underground utilities within existing and proposed county road right-of-way, including but not limited to electric power, roadway lighting, traffic signals, telephone, television, telegraph, communication, water, gas, all petroleum products, steam, chemicals, sewage, drainage, irrigation and similar pipes, lines or cables.
This chapter cannot provide for all situations and conditions that may be encountered. Specific provisions contained in this chapter may not be appropriate for all locations and existing conditions. This chapter is intended to assist, but not substitute for, competent work by both road and utility design and installation professionals. This chapter is not intended to limit any innovation or creative effort that could result in better quality, lower cost or improved safety characteristics. Any changes from the specifications contained in this chapter must be approved by the county as part of the permitting process.
It shall be the responsibility of any utility desiring to install, replace, adjust, relocate or maintain any of its facilities to ascertain and abide by the requirements and conditions of this chapter prior to commencing any physical work within a county road right-of-way.
