24.12.310 Collection and transportation—Vehicle construction and spillage.
(1) It shall be unlawful and a misdemeanor for any person to collect or transport any garbage or similar putrescible waste in any vehicle or container which does not comply with the provisions of this section.
(2) Vehicles or containers used for the collection or transportation of garbage, similar putrescible waste and hazardous waste shall be tightly covered, durable, and of easily cleanable construction. These shall be cleaned frequently to prevent nuisances and insect breeding and shall be maintained in good repair.
(3) Vehicles or containers used for the collection and transportation of any solid waste shall be loaded and moved in such manner that the contents will not fall, leak or spill therefrom. Where spillage does occur, the waste shall be picked up immediately by the collector or transporter and returned to the vehicle or container and the area otherwise thoroughly cleaned.
(4) Vehicles or containers used for the collection or transportation of any hazardous waste shall be loaded and moved in such a manner that the contents will not fall, leak or spill therefrom, and all vehicles shall be labeled with proper symbols and lettering denoting character and quantity of the hazardous waste. All such vehicles containing this waste shall be properly covered to prevent such spillage or leakage. (Sec. 31 of Ord. 1978-02-01)
