24.12.360 Recycling permits.
(1) Notwithstanding anything in this ordinance to the contrary, Clark County public health may summarily issue temporary permits without notice or hearing for recycling operations consisting of the collection of discarded household commodities, clothing, papers, bottles, furniture and similar such items, but not automobile tires or parts, pending the receival by the applicant of a short-term or long-term special use permit; provided, that such temporary permits for a period of time less than sixty (60) days may be issued without the necessity of processing an application for a short- or long-term special use permit.
(2) Notwithstanding anything in this chapter to the contrary, Clark County public health may summarily issue permits without notice or hearing for recycling operations in all commercial and manufacturing zones if the use consists of the collection and redistribution of discarded household commodities, clothing, papers, bottles, furniture and similar such items, but not automobile tires or parts; provided, that any such permit may be suspended or revoked if the use constitutes a nuisance.
