24.17.020 Purpose, objectives, and authority.
(1) The purpose of this chapter is to protect the public health by minimizing:
(a) The potential for public exposure to sewage from on-site sewage systems;
(b) Adverse effects to public health of sewage from failing on-site sewage disposal systems that discharges from on-site sewage systems may have on ground and surface waters.
(2) This chapter is not intended to preempt local municipalities from regulating on-site septic systems so long as the regulation meets or exceeds the standards set by this chapter and Chapter 246-272A WAC.
(3) This chapter regulates the location, design, installation, operation, maintenance, and monitoring of on-site sewage systems to:
(a) Achieve long-term sewage treatment and effluent dispersal; and
(b) Limit the discharge of contaminants to waters of the state.
(4) This chapter provides for the issuance of permits, establishment of fees, certification and bonding of installers, pumpers, and operation and maintenance specialists of sewage disposal systems, quality assurance audits of certified installers, pumpers, and operation and maintenance specialists of sewage disposal systems and an appeals procedure.
(5) This chapter is intended to coordinate with other applicable statutes and rules for the design of on-site sewage systems under Chapter 18.210 RCW and Chapters 196-33 and 246-272A WAC.
(6) This chapter is intended to coordinate with the land use planning regulation of Clark County. (Sec. 3 of Ord. 2007-10-01)
