2.52.010 Established.

There is established a free public library to be located in the city and to be open to the general public. (Ord. 817 NS § 1, 1980).

2.52.020 Fund created.

There is hereby created a library fund pursuant to RCW 27.12.240 and all funds of said library, whether derived from taxation or otherwise, shall be in the custody of the Colville city treasurer, and shall not be used for any but library purposes. (Ord. 1547 NS § 1, 2015; Ord. 817 NS § 2, 1980).

2.52.030 Board of trustees.

There shall be an established board of trustees for the library pursuant to RCW 27.12.190. The Colville Library board of trustees shall consist of five members appointed by the mayor and confirmed by the city council and shall serve without compensation. (Ord. 1607 NS, 2018; Ord. 817 NS § 3, 1980).

2.52.035 Members – Terms – Vacancies.

At least three of the five members must live within the city limits of the city of Colville. Two of the members may reside outside the city limits but must live within the boundaries of the Colville School District. The terms of office shall be five years. No person shall be appointed to any board of trustees for more than two consecutive terms. Vacancies shall be filled for unexpired terms as soon as possible in the manner in which members of the board are regularly chosen pursuant to RCW 27.12.190. (Ord. 1607 NS, 2018).

2.52.040 Bylaws – Adoption.

The library shall adopt bylaws pursuant to RCW 27.12.210. (Ord. 817 NS § 4, 1980).

2.52.050 Operation pursuant to state statutes.

The library shall operate and otherwise be subject to the provisions of Chapter 27.12 RCW. (Ord. 817 NS § 5, 1980).

2.52.055 Gifts – Title to property.

The title to money or property given to or for the use or benefit of the library shall vest in the board of trustees, to be held and used according to the terms of the gift. (Ord. 869 NS § 1, 1981).

2.52.060 Ratification and confirmation of prior actions.

The actions taken in connection with the library to date are ratified and the current board of trustees is confirmed. (Ord. 817 NS § 6, 1980).

2.52.070 Nonresident usage fee.

Repealed by Ord. 1449 NS. (Ord. 1082 NS § 1, 1993).
