14.28.010 Parking – Unlawful.

It is unlawful for any person to park any mobile home, trailer of any kind, or recreational vehicle on any street, alley, or highway or other public place, or on any tract of land owned by any person within the city except as provided under DMC Title 17, Zoning. (Ord. 827 § 1, 1998; Ord. 550 § 1, 1981).

14.28.020 Parking – Emergency or temporary.

(a) Emergency or temporary stopping or parking is permitted on any street, alley or highway for not longer than eight hours subject to any other and further prohibitions, regulations, or limitations imposed by the traffic and parking regulations or ordinances for that street, alley or highway.

(b) No person shall park or occupy any mobile home, trailer, or recreational vehicle on any premises which is situated outside an approved mobile home park except as provided in DMC 14.28.030. The parking of an unoccupied mobile home, trailer, or recreational vehicle in an accessory building or upon private residential premises or sales lots is permitted provided no living quarters are maintained or any business practiced in the trailer while so parked or stored. 14.28.030 Special permits.

(a) The city clerk-treasurer may issue special written permits allowing the location of a mobile home, trailer, or recreational vehicle outside a mobile home or recreational vehicle park for repair or sleeping purposes only, which permit shall allow the owner the right to park such vehicle at the location described in the permit for a period of seven days which may be renewable and shall be issued without fee. Approval of location is contingent upon written permission of the property owner.

(b) Special permits may only be issued for the following:

(1) Emergency repairs requiring more than eight hours;

(2) Guests visiting a resident of the city;

(3) Seasonal parking application:

(A) The owner of a trailer or recreational vehicle may obtain a seasonal permit for the time period of April 1st to October 1st for the sole purpose of parking of the same adjacent to real property occupied by the applicant.

(B) A visual inspection is to be made and approved and signed by the Davenport police department. At no time shall a permit be issued if a traffic or safety hazard will result. It shall be required that the applicant identify the registered owner, make, model, VIN number, license number, length, type and location to be parked. A sketch shall be required. 14.28.040 Violation – Penalty.

Every person violating any of the provisions of this chapter is punishable by a fine as follows:

(1) First offense, $90.00;

(2) Second offense, $180.00;

(3) Third offense, $300.00;

(4) Any offense after the third offense shall be at $300.00 per offense. (Ord. 827 § 1, 1998; Ord. 550 § 4, 1981).
