8.28.020 Cleaning of barns and stables.
All stables, barns, corrals, pigpens, cow stables or like premises where any filth, trash or excrement of any kind or character may be found or accumulate shall be kept clean and disinfected, and such cleaning and disinfecting shall be done every 30 days or more often if in the judgment of the chief of police the same shall be necessary. 8.28.030 Slaughterhouses prohibited.
After the passage of the ordinance codified in this chapter it is unlawful for any person or persons to maintain any slaughterhouse or other place for the slaughter or killing of animals or pigpens within the corporate limits of the city, and such slaughterhouses shall not be used or maintained within one mile of the corporate limits of the city. 8.28.040 Removal of animal carcasses.
All carcasses of dead animals which die or are found dead within the city limits shall be disposed of in compliance with the state guidelines as administered by the Spokane County department of health and the department of social health services or other appropriate authority. 8.28.050 Slop and rubbish.
It is unlawful for any person to deposit, throw or permit to remain any slop or wastewater, refuse, rubbish, offal, manure or other unwholesome thing in or upon any of the streets or alleys or on any of the lots or blocks in the city. If unsanitary conditions exist anywhere upon the property or in front of the business house, premises or residence of any person the city law enforcement officer shall give notice of the same to the party occupying the premises or the user, owner or occupant thereof or his agent, in the event the premises is unoccupied, of such condition, and require the occupant or the owner or agent as the case may be to remove such condition within 24 hours, and if not so removed he shall file a complaint under the provisions of this chapter with the municipal court of the city against such person or persons. 8.28.060 Violation – Penalty.
Any person who violates any provision of this chapter except as otherwise provided herein shall, upon conviction thereof, be guilty of a misdemeanor and subject to the general penalty provisions provided in DPMC 1.16.010. (Ord. 577 § 19, 1990; Ord. 521 § 6, 1986; Ord. 38 § 6, 1911)
8.28.070 Pens, yards and kennels.
No person shall cause or allow any pen, yard, kennel run or other structure wherein any dog or cat may be kept to become unclean or unsanitary because of the failure to remove and dispose of filth, trash or excrement of any kind. (Ord. 577 § 17, 1990)
8.28.080 Cleaning up after pets.
A. Any person owning, keeping possessing or harboring any dog or cat shall promptly remove and dispose of all feces left by the dog or cat on any public property and on any private property not owned by such person or lawfully occupied by such person.
B. Any person violating any provisions of this section shall be fined a civil penalty of not less than $5.00 nor more than $100.00 for each offense. (Ord. 577 § 18, 1990)
