4.32.010 Created.

Pursuant to the provisions of chapter 41.12 RCW there is created a civil service commission to exercise the powers and perform the duties established by law for the selection, appointment, and employment of police, excluding the chief of police, for the city. 4.32.020 Composition of commission.

The commission shall be composed of three members appointed by the city manager. No person shall be appointed a member who is not a citizen of the United States, a resident of the city for at least three years immediately preceding such appointment, and an elector of the county. 4.32.030 Term of office.

The term of office for each commissioner shall be for six years; however, in the event of the death, removal or resignation of a commissioner, the appointment made to fill the position shall be only for that commissioner’s unexpired portion of the six-year term. [Ord. 384 § 3, 1976.]

4.32.040 Removal from office.

(1) A member of the civil service commission may be removed from office by the city manager.

(2) The grounds for removal are those contained in DMMC 4.24.120(2).

(3) Such removal may be initiated by:

(a) Official action of the civil service commission; or

(b) Official action of the city council.

(4) The city clerk shall send written notification of and the reasons for the pending removal together with the date, time, and location of a hearing before the city manager within five days of the action initiating removal to the member via certified mail.

(5) The city manager shall have sole power of removal and there shall be no appeal to the city council. [Ord. 983 § 22, 1992: Ord. 958 § 1, 1992: Ord. 763 § 2, 1988.]
