2.04.010 Solid waste manager—Airport manager.

The engineer is appointed manager of the county solid waste disposal operation and manager of the two county airports, to serve at the pleasure of the board. (Res. 73-17)

2.04.020 Location engineering projects.

A.    The engineer is authorized to establish location engineering projects as necessary for proper and efficient engineering.

B.    Location engineering projects shall be numbered LE 1, LE 2, LE 3, etc., and each such project shall contain the road district number wherein the survey lies, the name of the road, approximate length of survey, and the amount and type of work done.

C.    Funds remaining in location engineering projects when such projects are closed out shall be returned to the construction fund of each road district wherefrom drawn. (Prior code § 2.60.100)

2.04.030 Useful life-cycles of standard equipment.

There is established a table of useful life-cycles of county equipment for the purposes of such equipment rental charges and procedures as may be established, as set forth in the minutes of the commissioners proceedings and adopted by reference thereto. (Prior code § 2.60.105)

2.04.040 Equipment rental rates—Generally.

Due to the constantly changing cost of parts, fuel, equipment, and labor for maintenance of county road department equipment it appears necessary to alter the rental rates on certain items as follows; each class of equipment which is used most heavily will be assessed according to the procedure in the B.A.R.S. Manual, as instructed in Resolution No. 76-20, and rates rounded to next dollar. (Prior code § 2.60.110)

2.04.050 Equipment rental rates—Other government agencies.

Charges for equipment when used by other governmental agencies shall be the current rate the county charges on work being done on county roads plus the current wage rate including benefits and also ten percent of that sum to cover the cost of administration. (Prior code § 2.60.120)

2.04.060 Work requested by public agencies.

A.    Administration by Engineer. The authority to administer this policy is delegated to the county engineer. If a general, long-time agreement is in effect with the public agency, requests for specific items of work from that agency can be scheduled and accomplished by the county engineer without further authorization up to the limit set by law for the requesting agency. The county engineer is further authorized to administer requests from other county departments unless these are of major magnitude. The county engineer is also authorized to handle haul road requests as an administrative matter.

B.    Procedures.

1.    The public agency shall submit in triplicate the agreement to the county engineer’s office. When work is requested, the agency shall submit in triplicate the request for work to be performed to the county engineer’s office. All forms will be available in the engineer’s office.

2.    The engineer’s office shall assign a work order number and shall keep an accurate account of all charges pertaining to the requested work.

3.    When the work has been completed, the engineer’s office will submit billings to the requesting agency for the work performed in accordance with the request and agreement.

4.    The requesting agency shall make payment to the county treasurer and mail the payment to the Douglas County Engineer’s Office, P.O. Box 100, Waterville, Washington 98858. (Res. 78-46: Res. 75-12)

2.04.070 Work off county road rights-of-way.

A.    For purposes of this section, “emergency” means and is limited to illness, need of fuel for heat, need of food, need of feed or water for livestock where such need could not have been reasonably anticipated, fire, and movement of registered nurses or doctors on twenty-four-hour call.

B.    County equipment shall not be used to remove snow not on county road rights-of-way, except in case of emergency as defined by this section and where privately owned equipment with operator capable of doing the snow removal work at hand is not readily available, in which event county equipment may be so used.

C.    Any person who declares an emergency for the purpose of obtaining snow removal work by the county shall sign a statement either upon making such request in person, or in the case where the request is made by telephone, equipment on the premises, which shall read as follows:

To the Board of County Commissioners of Douglas County, Washington, I hereby swear that an emergency exists, the emergency being and I did personally request the Douglas County Road Department service for snow removal.

D.    Where necessary to assure the safety of school buses and children, the county road department shall of its own initiative make or clear suitable stopping and turn although it may be necessary to enter private property for this purpose, provided the same is not harmful or objectionable to the owner thereof.
