Article I. Business Permits
8.08.010 Definitions.
As used in this article:
A. “Board” means the Pangborn Field airport board, the duly authorized governing body of Pangborn Field appointed by the Ports of Douglas and Chelan Counties.
B. “Business activity” means any revenue-producing ground or aeronautical activity regularly carried on in any manner on Pangborn Field by any person, firm or corporation.
C. “Lessee” means any person, firm or corporation having a written agreement with the board providing for the exclusive use of, and rental for, a portion of the real property of Pangborn Field Airport. (Ord. dated 7/28/75 Exbt. A § 1.01.010)
8.08.020 Permits to do business.
A. Any person, firm or corporation conducting any business activity on the Pangborn Field Airport shall obtain from the board a permit for each such business activity in which the person, firm or corporation is engaged. The permit shall authorize the holder to engage in the specific business activity for which it is authorized, provided the person, firm or corporation engaging in the activity has obtained from the appropriate county, state and federal agencies all of the required permits and licenses to conduct such activity.
B. Each person, firm or corporation shall pay a permit fee of two hundred dollars per calendar year to the board for the permit to conduct any business activity at Pangborn Field. (Ord. dated 7/28/75 Exbt. A § 1.01.020)
8.08.030 Insurance.
Any permittee conducting a business activity at Pangborn Field shall file with the manager of the airport proof of liability insurance in force in the sum specified by the board for the particular activity engaged in, and shall provide in such insurance policy that the Pangborn Field Airport manager shall receive from the insurer copies of all insurance policies, temporary binders, premium notices, premium receipts and endorsements on the policies. 8.08.040 Permit revocation.
Whenever it appears to the board that any permittee has violated any provision of the rules, regulations and ordinances governing Pangborn Field, or any county, state or federal law in connection with his business activity conducted at Pangborn Field, the Board may revoke the permit to do business issued to such person, firm or corporation. 8.08.050 Conducting business without permit.
Any person, firm or corporation conducting a business activity on Pangborn Field without a valid business permit issued by the board is guilty of a misdemeanor and, upon conviction therefor, shall be subject to a fine not to exceed the sum of five hundred dollars. Article II. Fire Prevention
8.08.060 Causing fire.
Every person on Pangborn Airport who negligently or carelessly ignites or causes to ignite any fire which endangers life or property, or any person who ignites any fire and who fails to carefully guard and extinguish the fire, is guilty of a misdemeanor. (Ord. dated 7/28/75 Exbt. A § 2.02.010)
8.08.070 Aircraft refueling.
During the refueling of any aircraft on Pangborn Field Airport, such aircraft shall be positively grounded, have the ignition and engine turned off, and be attended by a person at least sixteen years of age. (Ord. dated 7/28/75 Exbt. A § 2.02.020)
8.08.080 Smoking.
There shall be no smoking at Pangborn Field Airport except in designated areas and no smoking on the passenger loading area, the tie-down and parking areas, and runways and taxiways at Pangborn Field Airport. (Ord. dated 7/28/75 Exbt. A § 2.02.030)
8.08.090 Storage of combustibles.
All empty wood boxes, bins, cartons or other combustible refuse shall be stored only in areas designated by the airport manager and in no event shall any such combustible material be stored in an area less than fifty feet from any building at Pangborn Field Airport and not less than thirty-five feet measured horizontally from any primary electric or telephone trunk line. 8.08.100 Violation—Penalty.
Any violation or failure to comply with any of the provisions of this article shall constitute a misdemeanor and, upon conviction thereof, shall subject the offender to a fine not to exceed the sum of five hundred dollars or imprisonment in the county jail for a period not to exceed thirty days, or by both such fine and imprisonment. Article III. Aircraft Operation
8.08.110 Ground rules.
Aircraft engines shall be started or warmed up only in places designated for such purposes. At no time shall engines be operated when hangars, shops or other buildings or persons in the observation area are within thirty feet of direct propeller wash or jet exhaust of the aircraft. Aircraft being started by hand-propping will have a qualified person at the controls of the aircraft during a starting procedure. (Ord. dated 7/28/75 Exbt. A § 3.03.010)
8.08.120 Parking.
Aircraft shall only be parked in areas designated for that purpose. No aircraft will be left unattended at gasoline servicing facilities. (Ord. dated 7/28/75 Exbt. A § 3.03.020)
8.08.130 Starting.
Any aircraft not equipped with locking brakes shall have the wheels adequately blocked before the engines on the aircraft are started. (Ord. dated 7/28/75 Exbt. A § 3.03.030)
8.08.140 Tie-downs.
All aircraft under seven thousand five hundred pounds gross, left parked in the designated area’s parking ramp for more than one hour, shall be adequately secured by tie-down ropes or chain. Large aircraft shall be securely chocked. (Ord. dated 7/28/75 Exbt. A § 3.03.040)
8.08.150 Restricted areas.
No persons except aircraft operators, passengers or other duly authorized personnel shall be permitted at any time on airport property beyond the fence line dividing the airport terminal building from the aircraft loading area or beyond the posted signs reading “No Trespassing” or “Restricted Area” around the airport perimeter. The airport manager is authorized to provide proper identification and passes for persons authorized admittance to “No Trespassing” or “Restricted” areas. (Ord. dated 7/28/75 Exbt. A § 3.03.050)
8.08.160 Overnight parking fee.
A parking fee as established by the airport board will be charged for overnight parking of transient aircraft. Aircraft will be billed after nine p.m. in the evening and payment shall be due prior to departure of aircraft. (Ord. dated 7/28/75 Exbt. A § 3.03.060)
8.08.170 Violation—Penalty.
Any violation or failure to comply with any of the provisions of this chapter shall constitute a misdemeanor and, upon conviction thereof, shall subject the offender to a fine not to exceed the sum of five hundred dollars. (Ord. dated 7/28/75 Exbt. A § 3.03.070)
Article IV. Motor Vehicles
8.08.180 Parking.
No automobile shall be parked on airport premises except in designated areas.
A. No automobile will be permitted to park longer than five minutes in designated loading zones.
B. No automobile parking will be permitted on uncurbed portions of the terminal access roadways.
C. There shall be no parking by unauthorized motor vehicles in designated taxi stands. (Ord. dated 7/28/75 Exbt. A § 4.04.010)
8.08.190 Illegal parking—Removal.
The airport manager is authorized to remove any automobiles illegally parked on airport premises from the airport premises by public or private means and all charges for removal of such automobiles and storage of them shall be a lien upon the automobile. (Ord. dated 7/28/75 Exbt. A § 4.04.020)
8.08.200 Speed limit.
No automobile shall be driven upon airport premises at a speed of more than twenty miles per hour. This restriction as to speed applies to all areas of the airport. (Ord. dated 7/28/75 Exbt. A § 4.04.030)
8.08.210 Driving near aircraft.
No automobile shall be driven onto the landing area proper or upon taxiways, airplane parking areas or tie-down areas without the conspicuous display of a white and orange checkered flag, and the express permission of the airport manager or his designated representative. 8.08.220 Violation—Penalty.
