10.08.010 Basic rule and maximum limits.
A. No person shall drive a vehicle on a county road at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the county road in compliance with legal requirements and the duty of all persons to use due care.
B. The driver of every vehicle shall, consistent with the requirements of subsection (A) of this section, drive at an appropriate reduced speed when approaching and crossing an intersection or railway grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, and when special hazard exists with respect to pedestrians or other traffic or by reason of weather or county road conditions. 10.08.020 Alteration of maximum limits.
Whenever the board of county commissioners determines on the basis of an engineering and traffic investigation that the maximum speed permitted under RCW 46.61.400(2) is greater or less than is reasonable and safe under the conditions found to exist upon a county road or part of a county road, the board may determine and declare a reasonable and safe maximum limit thereon which:
A. Decreases the limit at intersections; or
B. Increases the limit but not to more than sixty miles per hour; or
C. Decreases the limit but not to less than twenty miles per hour.
The board of county commissioners shall determine by an engineering and traffic investigation the proper maximum speed for all arterial streets and shall declare a reasonable and safe maximum limit thereon which may be greater or less than the maximum speed permitted under RCW 46.61.400(2) but shall not exceed sixty miles per hour.
Any altered limit established as hereinbefore authorized shall be effective when appropriate signs giving notice thereof are erected. Such maximum speed limit may be declared to be effective at all times or at such times as are indicated upon such signs; and differing limits may be established for different time of day, different types of vehicles, varying weather conditions, and other factors bearing on safe speeds, which shall be effective when posted upon appropriate fixed or variable signs. 10.08.030 All county roads not otherwise regulated—Twenty-five miles per hour.
It is unlawful for the operator of any vehicle to operate the same at a speed in excess of twenty-five miles per hour upon any county road in Douglas County unless a different speed is authorized by this chapter and signs are posted identifying said speed. 10.08.040 Twenty miles per hour.
It is unlawful for the operator of any vehicle or class of vehicle to operate the same at a speed in excess of twenty miles per hour upon the following county roads or sections of county roads:
School Speed Zones. The following county road sections have been designated as school zones. The maximum speed allowable on the said county road sections shall be twenty miles per hour when children are present on normal school days between the hours of seven-thirty a.m. and four-thirty p.m.

10.08.100 Fifty-five miles per hour.
It is unlawful for the operator of any vehicle or class of vehicle to operate the same at a speed in excess of fifty-five miles per hour upon the following county roads or sections of county roads:

10.08.110 Temporary maximum speed limits during road construction and/or emergency conditions.
The board of county commissioners hereby authorizes the county engineer or his/her designated representative to temporarily reduce the maximum allowable speed on any county road, as necessary during road construction and/or emergency conditions. The speed limit reductions shall become effective upon the placement of standard signs indicating the maximum allowable speed and shall cease at such time as the signs are removed by the county engineer or his/her representative. All signs to be placed in accordance with this section shall conform to the Manual on Uniform Traffic Control Devices (MUTCD) for Streets and Highways for the State of Washington. (Ord. 10.08.120 Signs posted and maintained.
The county engineer is directed and authorized to cause to be posted and maintained signs in accordance with this chapter and the Manual on Uniform Traffic Control Devices (MUTCD) for Streets and Highways for the State of Washington.

10.08.130 Severability.
If any provision of this ordinance or its application to any person or circumstance is held invalid, the remainder of the ordinance, or the application of the provision to other persons or circumstances is not affected.
