Chapter 17.38
SURVEYS
Sections:
17.38.020 Vertical and horizontal survey controls.
17.38.030 Contours and topographic data.
17.38.040 Properties contiguous to water.
17.38.010 Standards.
Surveys shall meet the standards of Chapter 58.09 RCW, Chapter 332-130 WAC and DCC Section 12.57.040 as they now exist or may hereafter be amended. (Ord. TLS 17-12-44C Exh. A (part))
17.38.020 Vertical and horizontal survey controls.
A. Vertical Requirements. The vertical datum on all engineering plans, plats, binding site plans and short plats shall be the North American vertical datum of 1988 (NAVD 88) and shall be tied to at least one United States Geological Survey (USGS) or other official benchmark. The benchmark shall be shown on the plans. If a USGS or other official benchmark does not exist within one-half mile of the subject property, or two hundred fifty feet or greater of total vertical difference exists between the starting benchmark and the project, an alternate vertical datum may be used subject to the approval of the county surveyor.
B. Horizontal Requirements. The horizontal component of all plats, binding site plans and short plats shall have the North American datum of 1983/91 as its coordinate base and basis for bearings unless approved otherwise by the county surveyor. An alternate coordinate base and basis of bearings may be used subject to the approval of the county surveyor. (Ord. TLS 17-12-44C Exh. A (part))
17.38.030 Contours and topographic data.
Contours shall be based upon topographic field survey or other reliable data acceptable to the county surveyor. Contour intervals must provide a meaningful depiction of the topographic conditions of the property. The preliminary map shall contain notes indicating the source and basis of the topographic data. If approved by the director, contours may be waived for large areas of open space or extensive critical area tracts not proposed for alteration or development. (Ord. TLS 17-12-44C Exh. A (part))
17.38.040 Properties contiguous to water.
A. A traverse line shall be established along the shoreline not more than twenty feet landward of the ordinary high water mark when a subdivision, short subdivision, binding site plan or boundary line adjustment borders on a body of water. This line shall be labeled “Plat traverse line,” “Short plat traverse line,” “Binding site plan traverse line” or “Boundary adjustment traverse line” as applicable, on the final plat, final short plat, final binding site plan or final boundary adjustment documents. A traverse line is for field verification and may not necessarily constitute a boundary and is in addition to the location of the ordinary high water mark.
B. Project-related easement boundaries for federally licensed hydroelectric facilities shall be established by field survey where these boundaries encumber lots within a subdivision, short subdivision or binding site plan. (Ord. TLS 17-12-44C Exh. A (part))
